About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, acting on behalf of the Office of Information Technology, is requesting quotations for a five-year lease or rental of dark optical fiber point-to-point connectivity between two endpoints in Augusta, Maine, with quotations due August 5, 2022.
The scope is a turnkey two-pair (four-strand) 9/125 micron single-mode optical fiber connection compliant with G.652D standards connecting the Maine OIT Master Distribution Frame at Cross Office Building, 111 Sewall Street, to the telecommunications room at 85 Leighton Road. The service includes fiber testing, provision, and maintenance or repair throughout the agreement term. The vendor must complete all installation within five weeks of agreement signature, with service initiation within 45 business days. Fiber testing must meet industry-recognized tolerances: no more than 0.1 dB per splice point, no more than 0.5 dB per connector mating point, and cable loss within manufacturer specifications. The vendor must provide fiber splice maps and final test results in both PDF and trace file formats at 1310 nm and 1550 nm wavelengths. The contract term is five years with three optional one-year renewal periods.
The State will make a single contract award and does not intend to issue multiple awards. Award will be based on best value considering conformity with specifications, delivery terms, and the State's best interest, with the lowest price bidder among those meeting specifications receiving preference. Cost quotations must include all one-time fees and annual service fees for the entire contract term, with level annual service payments due at the beginning of each service year. The first payment is contingent upon fiber service being tested and accepted. Delivery terms are FOB Destination. Quotations must remain valid and binding for 180 days from bid opening. The State anticipates net 30 payment upon receipt of accurate invoices. Responses are submitted through Maine's AdvantageME Vendor Self Service electronic procurement system and must include completed Appendix A, a cost response sheet, a detailed itemized quote, product data sheets, and warranty information.
