About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, on behalf of the Office of Information Technology, is requesting quotations for a lease or rental of dark optical fiber point-to-point service connecting two sites in Augusta, Maine, with quotations due September 13, 2022 at 4:00 p.m. Eastern Standard Time.
The scope is a two-pair (four-strand) 9/125 micron G.652D-compliant single-mode fiber connection linking the Maine OIT Main Distribution Frame at 45 Commerce Drive to the telecommunications room at 85 Leighton Road. The service must be tested bidirectionally at both endpoint patch panels to industry-recognized tolerances: no more than 0.1 dB per splice point, 0.5 dB per connector mating point, and cable loss within manufacturer specifications, tested at 1310 nm and 1550 nm wavelengths using calibrated optical power meters and OTDR equipment with final results provided in PDF and trace files. The awardee must deliver a complete fiber splice map, provide vendor maintenance and repair throughout the agreement term, and submit project status reports. Fiber installation must be completed within five weeks of agreement signature and approval, with service readiness achieved within 45 business days. Termination points may use existing facilities or require new installations using OIT-specified Corning splice enclosures and splice trays.
The contract term is five years with three optional one-year renewal options. Bidders must submit one-time startup fees and level annual service payments for each service year; the State will initiate service and authorize first payments only after fiber testing and acceptance by OIT. Quotations must remain firm for 180 days from opening and be submitted through the Maine Vendor Self Service portal in Word, Excel, or PDF format, including bid cover page, debarment certification, itemized quote, cost response sheet, product data sheets, and warranty information. Award will be made on a best-value basis considering conformance to specifications, delivery terms, and pricing; the Division will not conduct best-and-final negotiations and expects all bidders to submit best pricing with initial submissions.
