About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for a dark optical fiber point-to-point lease between the Maine OIT Main Distribution Frame at Cross Office Building (111 Sewall Street, Augusta) and 85 Leighton Road (Telecommunications Room, Augusta), with quotations due August 5, 2022 at 4:00 p.m. Eastern Standard Time.
The scope is a turnkey dark fiber service consisting of one pair (2 strands) of 9/125 micron G.652D-compliant single-mode fiber suitable for outdoor aerial and underground applications. The fiber cable plant must be tested and provided with all fiber maintenance and repairs included over the contract term. Installation and preliminary construction must be completed within 5 weeks of agreement signature and approval. The OIT will provide all hardware and materials for interior termination, including rack-mounted optical fiber patch panels with LC-APC connectors, indoor-rated single-mode fiber, and backboard-mounted Corning splice enclosures. Testing requirements include bidirectional termination testing at both endpoint patch panels using calibrated optical power meters and OTDRs at 1310 nm and 1550 nm wavelengths, with acceptable results based on industry-recognized tolerances (maximum 0.1 dB per splice point, 0.5 dB per connector mating point). Final test results must be provided in PDF and trace-file formats.
The contract term is five years with three one-year renewal options. Pricing must include one-time start-up fees and level annual service payments at the beginning of each service year, with service initiation and first payment occurring after fiber service testing and departmental acceptance. Vendor must ensure installation and service readiness within 45 business days and provide a detailed statement of work, SLA for maintenance and support, and project status reports.
Quotations will be evaluated on a best value basis; award is not guaranteed to the lowest price if documented poor performance or contract termination has occurred within the previous five years. Submissions must be made through the Maine Vendor Self Service (VSS) electronic procurement system and include Bid Cover Page, Debarment Form, Cost Response Sheet, itemized quote, product data sheets, and warranty information. The State is tax-exempt; quotations must exclude all taxes and assume FOB Destination delivery terms.
