About this file

This is a Technical Specifications document issued by the State of Maine Office of Information Technology (OIT) for a Request for Quote (RFQ) soliciting dark optical fiber service in Augusta, Maine. The project involves leasing or renting a dark/unmeasured optical fiber point-to-point connection between two endpoints: the Maine OIT MDF at Cross Office Building (111 Sewall Street, Augusta, ME 04330) and 85 Leighton Road (Telecommunications Room/MDF, Augusta). The service consists of 2 strands (1 pair) of 9/125 micron G.652D-compliant single-mode fiber suitable for outdoor aerial and underground applications. The fiber cable plant must be tested and provided as a turnkey solution with all fiber maintenance and repairs included over the contract term. The contract term is 5 years with three one-year renewal options. Installation and preliminary construction must be completed within 5 weeks of agreement signature and approval, with all non-disruptive preparatory work completed prior to service initiation. The cable cut and splice date will be coordinated between OIT and the vendor. Bidders must supply project status reports and comply with all applicable telecommunications industry standards, best practices, laws, regulations, codes, and ordinances.

Pricing must include any one-time start-up fees and level annual (or quarterly/monthly) payments at the beginning of each service year, with service initiation and first payment occurring after fiber service testing and departmental acceptance. Vendors must complete a cost table identifying one-time fees and annual service fees for years 1 through 5, submit a project statement of work with install timetable and assumptions, provide an SLA for maintenance and support services, ensure install/service readiness within 45 business days, and agree to supply dark fiber 2-strand service with support per specifications. The OIT will provide all hardware and materials for the interior termination, including rack-mounted optical fiber patch panels with LC-APC connectors, indoor-rated 9/125 micron single-mode fiber, backboard-mounted Corning splice enclosures, and splice trays. Testing requirements include bidirectional fiber termination testing at endpoint patch panels using calibrated optical power meters and OTDRs at 1310 nm and 1550 nm wavelengths, with acceptable results based on industry-recognized tolerances (maximum 0.1 dB per splice point, 0.5 dB per connector mating point, and cable loss within manufacturer specifications). Final test results must be provided in both PDF and trace files.

Solicitation for Dark Optical Fiber Service – Augusta, Maine

State of Maine/Office of Information Technology

Summary:

The State of Maine/Office of Information Technology (OIT) is issuing a Request for Quote (RFQ) for lease/rent of a dark/unmeasured optical fiber point-to-point connection in Augusta, Maine. The terminating endpoints for service are: A) The Maine OIT MDF at either Cross Office Building, 111 Sewall Street, Augusta ME 04330 and Z) 85 Leighton Road, Telecommunications Room (MDF), Augusta. 5-year Service with 3 one-year renewal options. OIT seeks a “turnkey” solution where the fiber is tested and provided. Cost must include fiber maintenance/repair (as needed) over the term of the agreement.

General Technical Requirements:

The optical fiber cable plant will consist of 2 strands (1 pair) of 9/125 micron G.652D-compliant single-mode fiber, loose tube, rated for outdoor aerial and underground applications; whichever has most cost advantage for State of Maine.

The 85 Leighton Road endpoint shall be within Maine OIT’s designated MDF. The OSP optical fiber cable will be brought into the MDF room, with an adequate slack coil affixed to the backboard per OIT instructions. The end of the cable will then be dressed into the OIT-provided backboard-mounted splice enclosure and fusion-spliced to the OIT-installed interior optical fiber cable within the splice enclosure, using the OIT-provided splice trays. OIT will develop and implement fiber labeling at the terminating patch panels at each endpoint. The Vendor shall be responsible for documenting and providing a complete fiber splice map to OIT immediately upon completion of all splice work.

The OSP cable plant will be delivered in accordance with all applicable telecommunications industry standards and best practices, and in accordance with all applicable laws, regulations, codes and ordinances.

Once the cable build is complete and spliced, the Vendor will test all terminated fibers, bidirectionally, at the endpoint patch panels and correct all deficiencies in that portion of the cable plant installed by the Vendor. Once satisfactory test results on all terminated fibers have been completed, they will be submitted to OIT for review and determination of acceptance. Acceptable test results will be based upon industry recognized tolerances for cable, splice and connector losses. Typically, this will be no more than 0.1 dB per splice point, no more than 0.5 dB per connector mating point, and cable loss within manufacturer material specifications. Testing will be conducted using both calibrated optical power meter/light source and a calibrated OTDR at wavelengths of 1310 nm and 1550 nm. Final test results, including power meter and OTDR traces will be provided to the Customer in both individual .pdf and trace (*.trc/*.sor) files for each fiber.

The specific OIT provided and installed hardware and materials shall include:

· Rack-mounted optical fiber patch panel fitted with LC-APC connectors.

· Indoor-rated 9/125 micron single-mode optical fiber, tight-buffered, pre-terminated in the patch panel, dressed into the backboard-mounted splice enclosure and ready for final splice preparation and splicing by the Vendor. Backboard-mounted optical fiber splice enclosure will be a Corning #WSH-11SPT-F. Splice trays will be Corning #M67-076-C.

· Bidders may utilize existing facilities in either Cross Office Building MDF termination point is already in place or chose to install a new termination point.

· If facilities are already in place the bidder will test and label delivery fibers and termination points.

· If bidder must build the bidder will utilize the following materials:

· Rack-mounted optical fiber patch panel fitted with LC-APC connectors.

· Indoor-rated 9/125 micron single-mode optical fiber, tight-buffered, pre-terminated in the patch panel, dressed into the backboard-mounted splice enclosure and ready for final splice preparation and splicing by the Vendor. Backboard-mounted optical fiber splice enclosure will be a Corning #WSH-11SPT-F. Splice trays will be Corning #M67-076-C.

· The end of the cable will then be dressed into the OIT-provided backboard-mounted splice enclosure and fusion-spliced to the OIT-installed interior optical fiber cable within the splice enclosure, using the OIT-provided splice trays. OIT will develop and implement fiber labeling at the terminating patch panels at each endpoint. The Vendor shall be responsible for documenting and providing a complete fiber splice map to OIT immediately upon completion of all splice work.

It is anticipated that all non-disruptive preliminary construction and preparatory work will be completed prior to service initiation. The cable cut and splice date/time will be determined by OIT and coordinated with the Vendor.

Schedule:

Project must be completed within 5 weeks of agreement signature and approval. Bidder shall supply State of Maine project status reports.

Payment:

Vendor to identify any one-time start-up fees. Level annual (or quarterly/monthly) payments to vendor at beginning of each service-year. Initiation of service and first payment(s) will occur after fiber service is tested and accepted by the Department.
