About this opportunity
The City of Philadelphia is requesting quotes for Office of Public Safety (OPS) branded supplies under a micro purchase contract with quotes due June 17, 2026. Award will be made as a whole or by line item, whichever is in the best interest of the City, to the lowest responsive and responsible bidder.
Sellers must quote all items to be eligible for award. The total contract amount cannot exceed $43,000, adjusted annually by the percentage increase in the CPI-U from January 1, 2020, rounded to the nearest thousand dollars. The contract term is 365 days from the effective date specified in PHLContracts, commencing upon issuance of a Purchase Order. Delivery is FOB Destination Point at quoted prices, with all products and deliverables becoming the sole property of the City upon delivery.
Quoted prices must be net of taxes and exclude any federal excise, transportation, or Pennsylvania Sales and Use taxes, as the City is tax-exempt. Quotes must be submitted electronically through PHLContracts and remain valid for 60 days from submission or throughout the contract term for Requirements Contracts. The City reserves the right to reject any and all quotes, accept quotes from multiple sellers, and accept quotes on individual items without accepting all items quoted.
Sellers must maintain Workers' Compensation insurance at statutory limits, General Liability insurance with minimum $500,000 per occurrence limits, and Automobile Liability insurance with $300,000 per occurrence limits. All sellers must comply with applicable laws, ethics requirements, nondiscrimination provisions, and tax registration requirements with the City of Philadelphia Department of Revenue. Payment is contingent upon City approval and submission of invoices and supporting data, processed through electronic deposit. Vendors must submit a signed Consent and Authorization Agreement either through their PHLContracts profile at registration or as an attachment to their first submitted quote before bid closing for their quotes to be considered responsive.
