About this opportunity
Shawsheen Valley Regional Vocational Technical School District is soliciting qualifications for an Owner's Project Manager (OPM) for the potential renovation, addition, and/or new construction of Shawsheen Valley Regional Vocational Technical High School in Billerica, Massachusetts. Sealed responses were due October 28, 2026, and short-listing follows on November 5, 2026. The Project Director must hold current Massachusetts Certified Public Purchasing Officer (MCPPO) certification and be either a registered architect or professional engineer with at least five years' experience, or have at least seven years' experience in public building construction and supervision. Respondents must demonstrate public construction experience, particularly on MSBA-funded K-12 projects in Massachusetts.
The OPM would serve initially through the Feasibility Study and Schematic Design phases, an estimated 20-24 months, with potential continuation through Design Development, Construction Documents, Bidding, and Construction, subject to Massachusetts School Building Authority (MSBA) and District approval. The existing 265,100-square-foot facility serves approximately 1,300 students, with enrollment alternatives up to 1,645. The District serves five member communities: Bedford, Billerica, Burlington, Tewksbury, and Wilmington.
Estimated total project cost ranges from $150 million to $500 million, depending on the selected alternative and MSBA approval. Fees are negotiated based on level of effort, job complexity, specialized knowledge, estimated construction cost, and comparison with past project fees, and construction cost variance alone does not justify fee increases.
Evaluation uses 100 points across twelve criteria, led by past performance (20 points), key personnel (15 points), and management approach, building code knowledge, and cost management (10 points each). The District will short-list a minimum of three respondents, and the highest-ranked firm advances to fee negotiations. MSBA approval is required before contract execution, anticipated for January 8, 2027.
Addendum 1, dated October 23, 2026, supersedes the original package by adding the Owner's Project Manager Application (Attachment C) and required certifications (Attachment E), including non-collusion, tax compliance, certificate of authorization, and OSHA training compliance. It also requires bidders to confirm attendance at a mandatory pre-bidders meeting. The addendum states the District has conducted no pre-feasibility study or site evaluation and has designated no non-negotiable site elements. Submissions require three hard copies and one PDF on USB flash drive, delivered to Julia Fentross, Procurement Officer, 100 Cook Street, Billerica, MA 01821.
