About this file
This Request for Services (RFS) is issued by the Shawsheen Valley Regional Vocational Technical School District in Billerica, Massachusetts, serving five member communities (Bedford, Billerica, Burlington, Tewksbury, and Wilmington), seeking a qualified Owner's Project Manager (OPM) as defined under M.G.L. c.149, 44A. The OPM will provide project management services for the potential renovation, addition, and/or new construction of Shawsheen Valley Regional Vocational Technical High School, a 265,100 square-foot facility currently serving approximately 1,300 students with capacity to expand to 1,645 students. The RFS was advertised on October 7, 2026, with a mandatory informational meeting and facility walkthrough scheduled for October 19, 2026, at 2:30 p.m. Sealed responses must be received by 12:00 p.m. on October 28, 2026, submitted as three hard copies and one PDF on a USB flash drive. The OPM will initially provide services during the Feasibility Study and Schematic Design phases (estimated 20-24 months), with potential continuation through Design Development, Construction Documents, Bidding (10-12 months), and Construction phases (24-36 months), subject to approval by the Massachusetts School Building Authority (MSBA) and the District. The selection process includes short-listing by November 5, 2026, interviews scheduled for November 12-18, 2026, fee negotiations on November 26, 2026, and final MSBA submission on December 9, 2026, with contract execution anticipated for January 8, 2027.
The estimated total project cost ranges from $150 million to $500 million depending on the selected alternative and MSBA approval. The Owner will negotiate fees based on level of effort, job complexity, specialized knowledge, estimated construction cost, and comparison with past project fees; construction cost alone does not justify increased fees. Respondents must demonstrate experience with public construction projects, particularly MSBA-funded K-12 school projects in Massachusetts, and meet minimum requirements including designation of a Project Director who is either a registered architect or professional engineer with at least five years' experience, or an individual with at least seven years' experience in public building construction and supervision, and who must hold current certification in the Massachusetts Certified Public Purchasing Officer Program (MCPPO). The evaluation will be based on 100 points across twelve criteria including past performance (20 points), building code knowledge (10 points), procurement expertise (5 points), management approach (10 points), key personnel (15 points), firm capacity (5 points), current workload (5 points), sustainability experience (5 points), cost management (10 points), building commissioning knowledge (5 points), student engagement (5 points), and financial stability (5 points). The District will short-list a minimum of three responses and will not reimburse any costs incurred by respondents in preparing proposals.

REQUEST FOR OWNER’S PROJECT MANAGEMENT SERVICES
(“OPM RFS”)
1. Introduction The Shawsheen Valley Regional Vocational Technical School District, (“Owner”) is seeking the services of a qualified OPM “Owner’s Project Manager” as defined in Massachusetts General Laws Chapter 149, Section 44A½ and as further defined by the provisions of this RFS, to provide Project Management Services for the design, construction, addition to and /or renovation of the Shawsheen Valley Regional Vocational Technical School District (“School”) in Billerica, Massachusetts (“Project”).
The Owner is requesting the services of an OPM to represent the Owner during the feasibility study and schematic design phases of the project initially. Subject to the approval of the Project by the Massachusetts School Building Authority (the “MSBA”) and further subject to continued funding authorized by the Shawsheen Valley Regional Vocational Technical School District , the contract between the Owner and the Owner’s Project Manager may be amended to include continued Project Management Services through design development, construction documents, bid and award, construction and final closeout of the potential Project.
A potential approved Project may include a renovation of the existing School, a renovation and addition of the existing School and/or new construction. In accordance with the MSBA Module 3 Guidelines, the District will evaluate multiple alternatives during the Preliminary Design Program, including code upgrade, addition/renovation and new construction options for enrollment scenarios ranging from approximately 1,300 to 1,645 students. As the preferred alternative has not yet been selected, the estimated total project costs of an approved potential Project may range from $150,000,000 to $500,000,000 depending upon the alternative ultimately agreed upon by the Owner and the MSBA and approved by a vote of the MSBA Board of Directors.
To ensure goals are set properly, Municipalities should contact SDO.Construction@mass.gov or 617- 872-4064 as soon as possible for assistance from the Supplier Diversity Office (“SDO”) in goal setting.
Please note that the Owner’s Project Manager will be expected to utilize the SDO’s online reporting system, presently known as “The Hub,” and will be expected to adhere to all requirements set forth in M.G.L. c. 7, § 61, as well as any associated guidance from the SDO. The Owner’s Project Manager will also be expected to provide, in the forms and formats required by the Owner and the SDO, regular reports of information pertaining to the businesses engaged in work set forth in the Contract for Project Management Services with the Owner, as amended.
2. Background The Shawsheen Valley Regional Vocational Technical School District (the “District”) serves the five member communities of Bedford, Billerica, Burlington, Tewksbury, and Wilmington. Established in 1970, Shawsheen Valley Technical High School (“Shawsheen”) is a comprehensive regional vocational-technical high school serving approximately 1,300 students annually in grades 9–12.
Shawsheen is located at 100 Cook Street in Billerica, Massachusetts, on a campus of approximately 90 acres.
The school facility encompasses approximately 265,100 square feet and houses both academic and career and technical education programs. Since its original construction, the facility has undergone multiple additions and renovations to accommodate enrollment growth, evolving educational needs, and advancements in vocational and technical education.
Shawsheen’s mission is to provide a positive learning experience in a safe educational environment that encourages all students to reach their full potential, emphasizes the value of a strong work ethic, and prepares them for adult life in a competitive world. The District fulfills this mission through a rigorous and comprehensive educational program that integrates academic and technical instruction. Shawsheen offers 24 Chapter 74-approved career and technical education programs, comprehensive academic coursework, concurrent enrollment opportunities that enable students to earn college credit, a robust cooperative education program, 22 varsity athletic programs, extensive extracurricular offerings, and a wide range of supports designed to meet the needs of all learners.

The District’s School Building Committee is comprised of 17 members, including representatives from the five member communities, School Committee members, district administrators, and individuals with expertise in municipal government, finance, facilities, construction, engineering, and architecture. The Committee brings a broad range of professional experience and perspectives to the planning process and is committed to advancing the District’s educational mission through the successful delivery of a facility that addresses existing challenges, supports current and future programmatic needs, and provides an effective learning environment for students and staff.
3. Project Description, Objectives and Scope of Services
On or about April 8, 2024, the Owner submitted a Statement of Interest (Attachment A) to the MSBA for Shawsheen Valley Regional Vocational Technical School District. The MSBA is an independent public authority that administers and funds a program for grants to eligible cities, towns, and regional school districts for school construction and renovation projects. The MSBA’s grant program is discretionary, and no city, town, or regional school district has any entitlement to any funds from the MSBA. At the Wednesday, June 24, 2026 Board of Directors meeting, the MSBA voted to issue an invitation to the Owner to conduct a feasibility study for this Statement of Interest to identify and study possible solutions and, through a collaborative process with the MSBA, reach a mutually-agreed upon solution. The MSBA has not approved a Project and the results of this feasibility study may or may not result in an approved Project.
It is anticipated that the feasibility study will review the problems identified in the Statement of Interest at the Shawsheen Valley Technical High School is a comprehensive regional vocational-technical high school serving grades 9–12. The school is situated on approximately 90 acres at 100 Cook Street in Billerica, Massachusetts, and encompasses approximately 265,100 square feet. Originally designed to accommodate 1,000 students, the facility currently serves more than 1,300 students and has experienced sustained enrollment growth and increasing demand for vocational-technical education.
The District has identified significant overcrowding in both academic and vocational spaces. To accommodate enrollment growth, instructional spaces have been created through the subdivision of classrooms with temporary partitions, the conversion of offices and specialized program areas to classrooms, and the repurposing of non-traditional spaces such as the auditorium and library for daily instruction. Eight non-traditional spaces are currently being used as classrooms, limiting the functionality of those areas for their intended purposes. Many academic and vocational spaces are undersized, inflexible, and unable to support current educational programming. 19 of the District's Chapter 74-approved vocational programs do not meet current recommended Chapter 74 space requirements, and several technical programs continue to operate beyond their intended capacity. In addition, overcrowding has limited the District's ability to expand existing programs, introduce new Chapter 74 offerings, and meet increasing student demand for Career Vocational Technical Education (CVTE). To encapsulate our increasing enrollment demands, the District received approximately 530 applications for the Class of 2028 but was able to admit only approximately 340 students due to facility constraints and program capacity limitations. The District continues to attract growing numbers of applicants from its member communities of Bedford, Billerica, Burlington, Tewksbury, and Wilmington, as well as students residing on Hanscom Air Force Base through the District's partnership with Bedford Public Schools. This increase in demand is occurring while many sending communities are experiencing flat or declining enrollment in their comprehensive high schools. As documented in the Statement of Interest, overcrowding remains the primary driver for evaluating a renovation, addition, or replacement project.
Originally constructed in 1970, with a second construction phase completed in 1974 and a Health and Life Science addition completed in 2011, the facility contains numerous building systems and infrastructure components that have exceeded or are approaching the end of their useful life. The Statement of Interest identifies deficiencies related to the building envelope, electrical distribution system, HVAC systems, plumbing infrastructure, accessibility, building security, and overall functionality of the facility. Many of the building's core systems remain original to the 1970 and 1974 construction projects, including significant portions of the electrical distribution system, plumbing infrastructure, and heating and
Revised January 2026 Page 8 of 27 ventilation equipment. Aging systems require ongoing repairs and maintenance and create operational challenges that impact the educational environment.
Although the District has made substantial investments to maintain the facility, including replacement of the original windows in 2001, roof replacement in 2006, boiler and pump replacements in 2013, to the Health and Life Science wing expansion in 2011, and a complete renovation of the athletic complex in 2015, the school continues to face significant capital maintenance demands. The facility is actively utilized from approximately 7:00 a.m. to 9:00 p.m., five days per week, for both secondary and adult education programming, further contributing to wear on building systems and infrastructure. Recent capital expenditures have included a $475,000 exterior wall repair above the pool facility, and more than 15% of the District's FY25 capital budget has been dedicated to building maintenance and repairs. The continued growth of these expenditures reflects the increasing cost of maintaining a facility that no longer adequately supports the District's educational, operational, and programmatic needs.
The feasibility study will evaluate a range of potential solutions and enrollment scenarios in collaboration with the MSBA, including options that address overcrowding, facility deficiencies, accessibility concerns, program delivery, student safety and security, sustainability, operational efficiency, and long-term vocational and academic program needs. Through this process, the District seeks to identify a comprehensive and fiscally responsible solution that will modernize instructional spaces, support current and future Chapter 74 programming, and better position Shawsheen to meet the growing demand for high-quality vocational and technical education throughout the region.
As a result of a collaborative analysis with the Massachusetts School Building Authority (the “MSBA”) of enrollment projections and space capacity needs for the Shawsheen Valley Regional Vocational Technical High School (the “Proposed Project”), the Shawsheen Valley Regional Vocational Technical School District hereby acknowledges and agrees that the design of options, which may be evaluated as a part of the feasibility study for the Shawsheen Valley Regional Vocational Technical High School, shall be based in accordance with the following:
Current Grades 9-12 enrollment for
Existing Chapter 74 Programs
Expanded Grades 9 – 12 Enrollment for
Proposed Chapter 74 Programs
Expanded Grades 9 – 12 Enrollment for
Proposed Chapter 74 Programs
1,300 students 1,645 students Between
1,300-1,645 students
Project Objectives under consideration by the Owner include:
• Identification of community concerns that may impact study options;
• Identification of specific milestone requirements and/or constraints of the District – e.g. Town votes, swing space, occupancy issues;
• Identification of alternative sites;
• Life cycle costs of operating the School as it relates to future operational budgets;
• Green Building Council’s LEED Rating System;
• CM-at-Risk Delivery Method.
The required scope of services is set forth in Article 8 of the standard contract for Owner’s Project Management Services for a Design/Bid/Build project that is attached hereto as Attachment B and incorporated by reference herein. If the Owner determines to use a CM-at-Risk delivery method, this contract shall need to be amended and/or substituted. The work is divided into the Project Phases as listed in Attachment A of this contract. The durations of the Phases shown below are estimates only, based on the Owner’s experience. Actual durations may vary depending upon the Project agreed upon by the Owner and the MSBA. The total duration of the Contract is estimated as follows:

The Owner will negotiate the fee for services dependent upon an evaluation of the level of effort required, job complexity, specialized knowledge required, estimated construction cost, comparison with past project fees, and other considerations. As construction cost is but one of several factors, a final construction figure in excess of the initial construction estimate will not, in and of itself, constitute a justification for an increased OPM fee.
