About this opportunity

The University of Texas at Austin is requesting qualifications for operational readiness advisory services supporting the Medical Complex Project anchored by Dell Medical School, with responses due March 6, 2026 at 2:00 PM CST. A VetHUB (Veteran Heroes United in Business) Subcontracting Plan is a material condition of award, requiring good-faith efforts to utilize VetHUB-certified subcontractors.

The scope encompasses four phases: operational readiness strategy and program mobilization; operational workflow design and validation across all service lines; training, simulations, and operational readiness testing; and go-live support and knowledge transfer for a new academic medical center. The University seeks comprehensive advisory services including governance establishment, workflow design, training delivery, and transition planning.

The anticipated contract term is two years with options to renew for two additional one-year terms, plus potential month-to-month extensions not to exceed three months. No dollar amount or pricing structure is specified; the University may negotiate terms and staffing levels with the highest-ranked responder offering best value.

Evaluation weighs seven criteria: Statement of Qualifications and Availability (10%), Project Team's Ability to Provide Relevant Services (20%), Performance on Past Representative Projects (15%), Management Procedures and Methods (10%), Approach to Vendor Assessment and Market Analysis (10%), Experience and Approach to Forward-Looking Strategies (25%), and Ability to Identify and Resolve Problems (10%). Respondents must provide at least three customer references from contracts or similar services within the past five years, two years of financial statements upon request, and financial ratings or Dun & Bradstreet analysis. Responses must be submitted through the University of Texas at Austin's Bonfire Procurement portal at https://utexas.bonfirehub.com/opportunities/222311. The pre-submittal conference is February 20, 2026 at 9:00 AM via Zoom, with questions due February 23, 2026 at 12:00 PM. Short-listed firms will interview March 31 through April 2, 2026, with final award anticipated by April 27, 2026.
