About this opportunity
San Mateo County Parks Department is seeking a qualified entity to operate the Folger Stable and ancillary facilities at Wunderlich County Park in Woodside, California through Request for Proposal (RFP) No. PARKS05-25. The procurement involves managing a comprehensive horse boarding facility with thirty horse stalls, turnouts, paddocks, and a riding arena located at 4040 Woodside Road. The selected concessionaire will be responsible for providing daily horse care, facility maintenance, and boarding services to approved public members while maintaining an economically viable operation. Proposal evaluation will be conducted using a points-based system with 25 points each allocated to project approach, firm qualifications, team qualifications, and fee proposal, with a potential optional interview stage that could add 30 points to the final score. Key dates include a pre-proposal meeting and site visit scheduled for April 25, 2025, at 12:00 pm, with proposals due by May 16, 2025, at 5:00 pm, and an anticipated contract award date of June 13, 2025. The contract structure includes an initial two-year probationary period followed by two automatic four-year extensions, with the County retaining discretion to cancel either extension with six months' notice. Critically, no taxpayer or County funds will be used to subsidize facility operations, and the operator must be entirely self-sustaining.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The selected operator will be required to pay the County 10% of gross revenue from boarding fees, which will be deposited into a Maintenance Fund, and an annual utility cost share starting at $3,700 with a 2.7% annual increase. The contract includes comprehensive compliance requirements, including obtaining necessary permits, licenses, and adhering to the San Mateo County Confined Animal Ordinance Code. Insurance requirements are substantial, mandating $1,000,000 in comprehensive general liability, motor vehicle liability, and professional liability coverage. While no specific budget range is provided, the operator must demonstrate financial viability and capability to manage all operational expenses, including staffing, equipment, supplies, and facility maintenance. The County will retain responsibility for major repairs and maintenance of historical aspects of the Folger Stable, while the concessionaire will be responsible for day-to-day operational maintenance and horse safety. The total contract duration is not to exceed ten years, providing long-term stability for the selected operator.
