About this opportunity

The New Mexico Department of Workforce Solutions is soliciting proposals for operation, management, transportation, maintenance, and staffing of the Be Pro Be Proud Mobile Workshop Program statewide, with proposals due August 1, 2026, under a sole-source procurement for SPEVCO Inc.

This is a sole-source contract award contingent on a thirty-day posting period without protest and subsequent written approval by the State Purchasing Agent. SPEVCO Inc. is the designated sole source because it holds an exclusive Memorandum of Understanding with Be Pro Be Proud, Inc., granting SPEVCO nationwide exclusive authority to operate BPBP Mobile Workshops.

The scope encompasses operation and management of a 53-foot double-expandable mobile workshop trailer and tow vehicle; provision of two qualified Exhibit Operators/Tour Ambassadors; approximately forty event weeks of operations and approximately 12,000 miles of transportation during the contract period; logistics coordination with NMDWS; event scheduling and reporting via Smart Sheet; equipment and facility maintenance; lodging and transportation for operators; and event setup and teardown support. The program supports workforce development by expanding awareness of skilled trades and technical careers among students and underserved populations through interactive mobile workshop experiences with simulators, audiovisual technology, and hands-on career exploration.

The total contract value is $699,562.50, including all Gross Receipts Taxes, payable in four installments: $349,781.25 on August 1, 2026; $116,593.76 on November 1, 2026; $116,593.76 on March 1, 2027; and $116,593.73 on June 1, 2027. The contract term runs August 1, 2026 through June 30, 2027, with place of performance statewide throughout New Mexico. The contractor must maintain Commercial Automobile Liability insurance with limits of at least $2 million and Workers Compensation coverage as required by law. The program is funded through House Bill 2 appropriations from the 2024 legislative session.
