Performance standards require a Monthly Delivery Standard exceeding 97 percent, design throughput of 2,600 bags per hour (1,900 practical for the Legacy System), non-suspect baggage diverted to the Checked Baggage Resolution Area limited to less than 3 percent daily, and bag jam response within two minutes. The RFP specifies zero percent Disadvantaged Business Enterprise contract goals.

The contract term is six years with two optional three-year renewal periods at the Authority's sole discretion, beginning on execution and continuing through September 30, 2032. Compensation is based on accepted pricing terms outlined in the RFP and Exhibit A (Compensation Schedule). Payment will be issued within thirty calendar days of service acceptance and proper invoice receipt. All funding is subject to annual appropriation availability.

Proposers must submit audited financial statements for the past two fiscal years, certify annual gross income from similar baggage handling system operations at commercial service airports, and provide credit standing documentation. Required insurance includes crime insurance with limits equal to fifty percent of agreement value or $50,000 (whichever is greater), plus all mandatory federal and state coverages. Proposers must comply with Title VI Civil Rights Act provisions, E-Verify registration, FAA non-discrimination standards, and airport security access protocols. Questions are due August 24, 2026 by 5:00 p.m. Staff evaluation is targeted for October 2026, Board approval anticipated in March 2027, and agreement execution expected by May 2027.
