About this opportunity

The Materials Innovation and Recycling Authority (MIRA) of Connecticut is seeking proposals for the operation, maintenance, and optional future development of four transfer stations located in Hartford, Torrington, Watertown, and Essex. This Request for Proposal (RFP 22-OE-004) solicits comprehensive services for managing these waste transfer facilities, with contract terms ranging from five to ten years or potentially longer, depending on proposal specifics. The procurement aims to support MIRA's transition from waste combustion to waste transfer activities, with a concurrent objective of managing up to 430,000 tons of Municipal Solid Waste (MSW) annually. Vendors are invited to propose both transfer station operations and MSW transportation/disposal services, indicating flexibility in potential contract scope. The RFP was issued on June 19, 2021, with a vendor Q&A period running from June 19 to July 23, 2021, and a proposal submission deadline of September 20, 2021, at 3:00 PM EDT. Interested parties are directed to access full RFP documentation through MIRA's website, with Roger Guzowski serving as the primary contact from MIRA's Rocky Hill office.

The RFP does not specify any set-aside designations, disadvantaged enterprise requirements, or restrictions on potential respondents. No incumbent vendors or current contractors are identified in the documentation. The solicitation appears open to all qualified vendors capable of managing complex waste transfer and disposal operations. While the RFP does not provide an estimated total contract value or explicit budget range, the scale of the project—involving four transfer stations and potential annual waste handling of 430,000 tons—suggests a significant financial opportunity. The lack of specified payment terms and delivery requirements indicates that MIRA is seeking comprehensive proposals that demonstrate operational capability, technological integration, and strategic approach to waste management. Potential respondents should be prepared to outline their technical expertise, operational methodologies, and capacity to support MIRA's transition from waste combustion to a more advanced waste transfer infrastructure.
