About this opportunity
The New York State Office of Parks, Recreation and Historic Preservation is soliciting expressions of interest for the operation and rehabilitation of four historic facilities at Saratoga Spa State Park — the Gideon Putnam Hotel & Conference Center, Roosevelt I Baths & Spa, Roosevelt II Bathhouse, and Washington Bathhouse — with responses due July 22, 2026. This is an RFEI, not a procurement solicitation; responses will inform future state decision-making on a competitive RFP process rather than generate a binding state contract.
Respondents may propose concepts for one, multiple, or all four facilities. The Gideon Putnam Hotel comprises 124 rooms in approximately 64,000 square feet and has operated seasonally (April through November) since 2021, achieving 60.1% occupancy in peak months during 2025 with $8.7 million in annual revenue. Roosevelt I Baths & Spa operates as a separate entity with 42 historic treatment rooms and generated approximately $2.1 million in spa treatment revenue in 2025. Roosevelt II Bathhouse spans 17,190 square feet; Washington Bathhouse spans 23,685 square feet. All four buildings are listed on the National Register of Historic Places and eligible for federal historic tax credits up to 40% of rehabilitation expenses.
Facility condition assessments estimate approximately $8.1 million in probable costs for the Hotel and Spa I combined and approximately $15.8 million in critical structural and system repairs for Washington Bathhouse. Any rehabilitation must comply with the Secretary of the Interior's Standards for Rehabilitation and receive approval from the State Office of Historic Preservation. Respondents should not assume financial commitment from State Parks; all capital improvements remain subject to state approval. Construction projects may constitute public work requiring prevailing wage payments under New York Labor Law.
A non-mandatory site tour is scheduled for June 22, 2026 at 11:00 AM; registration is required with David Guest at 518-584-2000 or David.Guest@parks.ny.gov. Substantive questions should be submitted in writing to Concessions@parks.ny.gov. The future RFP will use a "Best Value" evaluation methodology based on technical merit and financial value to the State, subject to review by the New York Attorney General and State Comptroller.
Opportunity text
The purpose of this RFEI is to solicit innovative ideas from the private sector for financially sustainable uses, rehabilitation, and/or adaptive reuse of these historic facilities located in the Capital Region's most visited State Park. Responses to this RFEI will help to inform State Parks decision-making on a future State procurement of partnering process for these facilities.
