About this file
This is Addendum 2 to a Request for Expressions of Interest (RFEI) issued by the New York State Office of Parks, Recreation and Historic Preservation for the operation and rehabilitation of historic facilities at Saratoga Spa State Park in the Capital Region. The RFEI seeks innovative proposals for the Gideon Putnam Hotel & Conference Center, Roosevelt I Baths & Spa, Roosevelt II Bathhouse, and/or Washington Bathhouse. Responses should outline the respondent's interest in operating and rehabilitating one or more facilities, describe the overall operating concept aligned with State Parks' mission, identify major capital improvements with estimated costs and desired contract term, and summarize anticipated financial and operating assumptions. The original RFEI was released on April 16, 2026, with a revised response due date of July 22, 2026. The RFEI is not a formal state procurement and will not result in a state contract; rather, it is designed to identify interested parties and feasible ideas that can inform a future Request for Proposals. Participation in the RFEI is optional but encouraged to provide informal feedback.
A future RFP will follow a competitive procurement process conducted in accordance with New York State Procurement Guidelines using "Best Value" methodology, with evaluation based on technical merit and financial value to the State. The evaluation and selection process will be subject to review and final approval by the New York Attorney General and State Comptroller. State Parks has clarified that expectations for licensee capital investments and any potential State capital fund allocations will be determined during the formal procurement process; assumptions for the RFEI should not anticipate State funding. All facilities are listed in the National Register of Historic Places, and any renovations must comply with the Secretary of the Interior's Standards for Rehabilitation and receive approval from the State Office of Historic Preservation. Current spa operations data from 2025 shows total treatments across mineral baths, body treatments, enhanced massage, facials, and massage with combined revenue of approximately $2.1 million. The Hotel is not required to operate under a seasonal model, and respondents should clearly indicate whether their vision contemplates seasonal or year-round operations.

Addendum Number 2 Request for Expressions of Interest X001524
Operation and Rehabilitation of Historic Facilities at Saratoga Spa State Park:
The Gideon Putnam Hotel & Conference Center, Roosevelt I Baths & Spa, Roosvelt II Bathhouse, and/or Washington
Bathhouse Saratoga Spa State Park
RFEI Release Date: Thursday, April 16, 2026
REVISED RFEI Response Due Date: Wednesday, July 22, 2026
I. Questions from Prospective Respondents
Questions concerning the above-referenced Request for Expressions of Interest (“RFEI”) have been raised by prospective respondents. This Addendum responds only to those questions for which New York State Parks (“State Parks”) has determined that a response is available and appropriate under the circumstances. When possible, multiple questions calling for similar information have been combined.
If a specific question or request is not addressed in this Addendum, it was determined by State Parks that a response is not available, was not appropriate or material to the goals of the RFEI, or would be more appropriately addressed in a future Request for Proposals (“RFP”).
Q1. Please clarify what State Parks is seeking in response to this RFEI and if a response to the RFEI is required in order to participate in a future RFP.
A1. This RFEI is not a formal state procurement and will not result in a state contract. The goal of this RFEI is to identify interested parties and feasible, park compatible ideas for productive uses and operations of the Gideon Putnam Hotel & Conference Center, Roosevelt I Baths & Spa, Roosvelt II Bathhouse, and/or Washington Bathhouse at Saratoga Spa State Park (“the Facilities”). All ideas are welcome, however the strongest expressions of interest will identify a mutually beneficial public/private partnership model that provides meaningful benefits in long term public programming while protecting and enhancing the historic assets of the property.
A response to this RFEI is not required for participation in a future RFP, however State Parks will appreciate informal feedback and any expression of general interest. While there is no prescribed format for a response, the purposes of this RFEI are best served by responses that include any or all of the following:
1) A concise statement that outlines a respondent’s interest in the operation and rehabilitation of the Facilities outlined in the RFEI. Responses may contemplate one, all, or any combination of Facilities but should specify which particular elements are of interest and/or not of interest.
2) A brief narrative identifying and describing the respondent’s overall operating concept. Ideas may be narrow or broad in scope, but should represent a viable business opportunity that aligns with the goals and mission of State Parks and the vision outlined in this RFEI.
3) A summary that identifies major capital improvements integral to realize the respondent’s vision with, if possible, the anticipated capital construction and renovation costs estimated to a general order of magnitude; and the contract term desired to amortize such investment and realize a reasonable return on that investment.
Respondents should also identify proposed capital work critical to realizing project goals that might alter the Facilities’ historic character-defining features.
4) A summary of anticipated financial and operating assumptions, conditions, contingencies, etc.

Future Procurement
Q2. Please explain the RFP evaluation, selection, and approval process.
A2. A future RFP will follow a public, competitive procurement process conducted in accordance with New York State Procurement Guidelines utilizing “Best Value” methodology.
The evaluation criteria developed are specific to the individual procurement. Generally, State Parks’ evaluation and scoring consist of a technical score based on evaluation of the substance of the proposal and respondent’s qualifications against the published evaluation criteria in the RFP by a panel of evaluators, and a financial score based on comparative evaluation of the relative financial value of the return to the State offered by each proposal.
Further details on the scoring and evaluation criteria and process will be outlined in the future RFP.
After evaluation of proposals and selection for award is completed, the resulting concession license agreement is subject to review and final approval by the Office of the New York Attorney General and Office of the New York State Comptroller.
Q3. Please clarify what exterior areas between the Washington Bathhouse and the SPAC School of the Arts are included in the Washington Bathhouse Premises.
A3. As outlined in RFEI Section V. Premises, the lawn space between the Washington Bathhouse and the Lewis A Swyer School of the Arts Dance Studio is included in the Washington Bathhouse Premises. If use of the lawn space is part of a respondent’s vision for the Premises, the response to the RFEI should clearly indicate so.
Capital Improvements and Historic Preservation
Q4. Please clarify if the figures outlined in the Guest Room and Spa Aesthetic Refresh Recommendations in the Facility Assessment are directly linked to the Capital Projected Costs detailed in Exhibit E of the RFEI.
A4. Potential respondents who requested the facility condition assessments are advised that an updated facility condition assessment for the Gideon Putnam Hotel and Roosevelt I Spa was distributed. The Opinion of Probable Cost- Executive Summaries that are annexed in Exhibit E of the RFEI were sourced from the updated facility assessment.
Q5. Is it the expectation of State Parks for all capital repairs outlined in Exhibit E to be addressed or covered by the future licensee? Is there state funding available for capital repairs?
A5. The Opinion of Probable Cost- Executive Summaries, outlined in Exhibit E, are provided for informational purposes only. Expectations for future Licensee capital investments, as well as any potential State capital fund allocations, are developed in tandem with the terms and requirements of the formal procurement, and will be outlined in a future RFP. Assumptions for the purposes of the RFEI should not anticipate State funding.
Q6. Is buildout of the Roosevelt II Bathhouse limited by the State Office of Historic Preservation? How much flexibility is there in the building?
A6. All venues included in this RFEI are listed in the National Register of Historic Places and any renovations are subject to oversight by and approval of the State Office of Historic Preservation, and must comply with the Secretary of the Interior’s Standards for Rehabilitation. Please refer to RFEI Section VII Historic Preservation and Historic Preservation Tax Credits for additional information.
Q7. Is it required that the murals in the Garden Room and Restaurant at the Gideon Putnam Hotel remain?
A7. Yes, these murals are historic, character defining features of the Hotel. Preservation work was completed on these murals in 2021-2022.
