A 5% Small Business preference applies to certified SB, MB, or SB-PW contractors, with preference amounts not exceeding $50,000. The scope is rental of one fully operated and maintained self-propelled asphalt paver on an on-call, as-needed basis. Equipment must be three model years or newer (Terex Cedarapids CR362L or equivalent) with minimum 120 horsepower, rubber tracks, hydraulic screed extensions expandable to 18 feet, tack oil emulsion, and vibratory screed extensions. The contractor must provide three experienced operators (minimum two years each): one paver operator, one screed operator, and one emulsion truck operator. Bidders must price 150 estimated weekday eight-hour shifts and 50 estimated weekend eight-hour shifts, with quantities noted as estimates only and no guarantee of exact usage. All labor, equipment, fuel, materials, supplies, traffic control, and travel are included in the bid price.
