About this opportunity
Houston City College's Procurement Operations Department is soliciting proposals for an Online Exam Security & Remote Proctoring Solution under RFP 27-04, with electronic submissions through the Bonfire portal due November 19, 2026 at 2:00 p.m. CST. The College has explicitly selected no set-asides for this solicitation, and a virtual pre-proposal conference will be held before the deadline to allow respondents to ask questions and establish potential subcontracting relationships.
The solution must serve the College's online, hybrid, and remote instructional environments and integrate with its Canvas Learning Management System. Required capabilities include secure browser lockdown, remote proctoring, accessibility compliance, reporting tools, and administrative management features. Proposals must include compliance documentation for cybersecurity, privacy, accessibility, and FERPA, along with the completed IT Application/Web Platform Security Assessment Questionnaire and Form CIQ (Conflict of Interest Questionnaire).
The anticipated term is three years with the option to renew for two additional one-year terms, and HCC retains the right to extend the contract further if needed. Pricing is evaluated under a "Best Value Determination" practice, and final award is subject to approval by the HCC Board of Trustees.
Evaluation proceeds in two steps. Step 1 weights firm qualifications and experience at 30 points, proposed approach and methodology at 50 points, and past performance and references at 20 points, with proposers scoring a minimum of 80 points advancing. Step 2 includes interviews, demonstrations, reference calls, and technical security questions assessed on a Pass/Fail basis, followed by pricing evaluation and small business practices scoring. The College will not compensate proposal preparation costs or demonstrations and reserves the right to reject any or all proposals.
