About this opportunity
The County of Solano, Department of Treasurer-Tax Collector, is soliciting proposals for online auction services for tax-defaulted properties, with written questions due November 12, 2026 and proposals due November 30, 2026 at 5:00 p.m. The RFP is issued by the County of Solano Department of General Services on behalf of the Treasurer-Tax Collector. No set-asides are indicated. The County anticipates selecting one contractor.
The contractor would conduct two primary online public auctions each year: an "Original" auction in May with approximately 100–150 parcels initially listed, of which 10–20 are subject to actual auction, and a "Re-Offer" auction in June covering 1–10 parcels that did not sell previously. Required services include secure website hosting, property listing and marketing, bidder registration and qualification, auction administration, real-time bidding, reporting, deed recording support, and fiscal collection services. Proposers must demonstrate financial soundness through audited financial statements or alternative documentation and carry insurance as specified in the County's standard contract terms.
The County estimates a contract value not to exceed $45,000 for the three-year initial term, with cost proposals submitted on a per-parcel basis. The desired start date is January 1, 2027, with the initial term running through December 31, 2029. The County may exercise two additional one-year renewals at its sole discretion, for a maximum five-year total. Funding is contingent on State budget approval, federal funds to the State and County, and Board of Supervisors approval for each fiscal year. If funding is unavailable or limited, the County may terminate, reduce, or modify the contract without penalty.
Proposals are scored on experience in online tax-sale auctions (30 points), technical experience and capabilities, including site management tools and external data integration (40 points), and cost (30 points). Written responses to questions are due November 19, 2026. The County reserves the right to reject all proposals, award to multiple vendors, expand or reduce scope during negotiations, and waive minor variances.
