About this opportunity
The State of Maine Division of Purchases is requesting bids for a one-year contract to supply plastic decoat sandblasting material and spent-material recycling services, with bids due April 14, 2008. The contractor must obtain written process approval from the Maine Environmental Protection Agency and the environmental agency of the state where recycling will occur prior to bid submission.
The scope covers delivery of plastic media for coatings removal, pickup of accumulated spent material, and recycling operations in compliance with federal and state environmental regulations. All plastic media must meet Military Specification Mil-P-85891(A) and be listed in United States Air Force Technical Order T.O. 1-1-8. The State uses approximately 75,000 pounds of plastic media annually in two types: Poly Plus (plastic & glass) and Plastic Quickstrip. Deliveries are made in minimum lots of 5,000 pounds in 55-gallon steel drums, with minimum order quantity of 20 drums. The contractor must pick up spent material within 10 working days of notification when 10,000 pounds has been collected.
Bidders must submit unit pricing per drum for each media type, with pricing including delivery, pickup, and return of used material. The contractor bears all transportation, freight, and regulatory compliance costs. Cumulative returned spent material shall not exceed cumulative leased media by more than 5 percent; excess returns are subject to separate pricing. The contractor must maintain a Quality Control Plan or provide evidence of ISO certification, including documentation of conformance to Mil-Spec 85891(A) requirements and attrition rates for each lot. All recycling must occur within the United States and must establish a process that exempts spent material from hazardous waste characterization under 40 CFR 261.2(e). Awards are made to the lowest responsible bidder offering best value. The State reserves the right to extend the contract period with contractor consent or cancel with 30 days' written notice.
