The minimum order quantity is 20 drums with return of an equal number of drums of used material. The contract is for actual amounts ordered by the department, estimated at 50,000 pounds annually for each media type, though quantities may fluctuate based on maintenance requirements. The contractor bears all transportation, freight, and regulatory compliance costs. Upon contract completion, cumulative returned spent material shall not exceed cumulative leased media by more than 5 percent; excess returns are subject to a separate pricing rate. The contractor must establish a recycling process that exempts spent material from hazardous waste characterization under 40 CFR 261.2(e) and all recycling must occur within the United States.
