About this opportunity
The State of Maine Division of Purchases is soliciting bids on a one-year contract for hand-operated 3.5-ton scissor jacks (NSN 5210-11-375-0070), with bids due September 2, 2008.
The procurement calls for 1,300 units total, with delivery commencing September 15, 2008 and continuing on a scheduled monthly basis through September 2009. The initial delivery requires 100 units by September 26, 2008, followed by consistent monthly shipments of 150 units. Bidders may propose partial quantities or limited items if unable to fulfill the complete list. Winning bidders must provide product samples to verify conformance with federal specifications.
Awards will be made to the lowest responsible bidder on an item-by-item or group basis according to best value considerations, including quality, conformance with specifications, delivery date, and ultimate cost. In cases of tie bids, the State awards to in-state bidders or those offering commodities produced or manufactured in Maine when price, quality, and availability are equal. The State reserves the right to increase or decrease quantities by up to 10% and may extend the contract term beyond the one-year expiration with contractor consent.
Bids must be submitted in sealed form to the Division of Purchases at the State Office Building in Augusta using prescribed bid forms and electronic submission methods. Bidders must specify unit prices for each item, delivery terms in definite language, and any applicable cash discounts under 20 days (which will not be considered in award). All transportation charges are the contractor's responsibility unless otherwise specified. Pricing must exclude Maine state and federal taxes. The State Purchasing Director retains the right to cancel the contract with thirty days' written notice. Orders of $5,000 or less will be transmitted via email; orders exceeding $5,000 require Division of Purchases workflow approval before transmission to the vendor.
