About this opportunity
The State of Maine Division of Purchases is requesting bids for a one-time purchase of special-purpose tool cabinets, with bids due July 21, 2010.
Bidders must submit separate unit prices for each item on prescribed forms or electronic media. The State reserves the right to reject any or all bids, waive formalities and technicalities, increase or decrease quantities by up to 10 percent, and award to the lowest responsible bidder considering best value factors including quality, conformity with specifications, delivery date, and ultimate cost. In-state bidders and those offering commodities produced or manufactured in Maine receive preference in tie-bid resolution.
All bids must be submitted electronically to the Division of Purchases, Room 119, 9 State House Station, State Office Building, Augusta, Maine by the closing date and time. Pricing shall be stated in the units specified with all trade and quantity discounts included; cash discounts of 20 days or more are considered in determining the low bidder. All transportation charges, including freight and express costs, must be prepaid by the contractor unless otherwise specified. The State is exempt from Federal and Maine State Sales and Use Taxes; bidders should quote without these taxes.
Contractors must furnish items exactly as specified. All hazardous chemicals must comply with Maine's Chemical Substance Identification Law and include material safety data sheets. Bidders must certify they are not debarred, suspended, or declared ineligible by any Federal Department or Agency, and have not been convicted of or had civil judgments rendered against them within the three-year period preceding the proposal for fraud, criminal offenses, anti-trust violations, embezzlement, theft, forgery, bribery, falsification of records, false statements, or receipt of stolen property in connection with any public transaction or contract.
