About this opportunity
The City of Cheyenne, Wyoming, on behalf of Cheyenne Fire Rescue, is procuring one new Type 6 Wildland/Brush Fire Apparatus through sealed bid competition. The apparatus must be a new, unused fire vehicle designed for wildland fire suppression and initial attack operations, constructed in full compliance with NFPA 1900 standards and delivered by August 31, 2026. The vehicle specifications require a four-door commercial crew cab chassis with a turbocharged diesel engine (minimum 6.7L displacement), automatic transmission (minimum 10-speed), 4-wheel drive, and minimum GVWR of 19,500 pounds, along with an auxiliary diesel-powered fire pump delivering minimum 50 GPM @ 250 PSI, a Class A foam proportioning system, a minimum 300-gallon polypropylene water tank, two electric rewind booster hose reels with 100 feet of 1-inch hose each, LED emergency and scene lighting, seating for minimum four personnel, and weather-resistant storage compartments with LED lighting. Warranty requirements include a general apparatus warranty of three years, body structural warranty of ten years, paint warranty of minimum five years, and a limited lifetime warranty on the water tank. Bidders must demonstrate a minimum of five years of experience producing similar NFPA 1900-compliant fire apparatus, provide at least three references for similar apparatus delivered within the past five years, and maintain authorized service support within a 100-mile radius of Cheyenne, Wyoming. The bid invitation was released on April 3, 2026, with a mandatory in-person pre-bid meeting scheduled for April 16, 2026 at 11:30 a.m. at Cheyenne Botanic Gardens, questions due by April 22, 2026, and sealed bids due electronically through the City's eProcurement Portal by May 4, 2026 at 2:00 p.m. Award will be made to the qualified, responsible lowest responsive bidder with City Council referral on May 11, 2026, final approval anticipated May 25, 2026, and estimated Purchase Order issuance on May 28, 2026.
This procurement includes a five percent preference for Wyoming resident bidders, provided their bids are not more than five percent higher than the lowest nonresident bidder's bid, effectively creating a Wyoming resident set-aside. Bidders must submit a bid guarantee equal to five percent of the total bid amount if any unit exceeds $100,000; units priced under $100,000 do not require a bid guarantee, though the City has included a Surcharge and Escalator Contingency provision not to exceed fifteen percent of the total bid value to account for unforeseen original equipment manufacturer surcharges and model year escalators. The submission requirements mandate that all bids clearly mark each line item specification as "Y" (meeting the specification) or "N" (not meeting the specification), with any exceptions, deviations, or substitution requests submitted prior to the Question Submission Deadline or documented on the Bid Exceptions/Deviations/Substitutions Worksheet. The deliverables include a complete apparatus ready for service, final inspection by four Cheyenne Fire Rescue personnel, operational training, and maintenance training for City Fleet staff, with all delivery, training, and travel expenses included in the proposal price. Liquidated damages of 0.10% of the per-item price per calendar day or $30 per item per calendar day, whichever is greater, will be assessed for late deliveries. No specific budget range or award value is publicly disclosed, though the bid guarantee threshold of $100,000 indicates the anticipated procurement cost may exceed that amount; the City reserves the right to evaluate variations from specifications and award based on best value at least cost.
