About this opportunity

The New Mexico Department of Transportation is procuring emergency stabilization services for the Onate Street Bridge (Bridge No. 1836) through Amendment No. 1 to an existing emergency procurement contract. This emergency procurement addresses critical scour damage identified around Pier 10 that poses a serious threat to public safety and property. The scope of work includes construction of bypass relief channels at piers P7, P8, and P9, excavation and spoil hauling, expanded Stormwater Pollution Prevention Plan (SWPPP) support with Best Management Practices (BMPs) including straw wattles, channel stabilization with revised quantities and placement methods, and restoration activities. The area of disturbance has been expanded from 1 acre to 2 acres to accommodate relief channel excavation and staging areas. The contract objective is to increase the maximum design flow capacity from the original specifications to approximately 1,500 cubic feet per second, as updated flow modeling indicated that original stabilization measures could be lost or damaged if spring runoff flows exceed approximately 1,000 cfs. The anticipated contract term is 10 months with completion targeted for mid-May 2026. Proposals are due by April 3, 2026, with questions and responses expected to be addressed prior to this deadline.

The incumbent contractor for this emergency procurement is AUI Inc., located at PO Box 9825, Albuquerque, New Mexico 87119, which was previously awarded the original emergency contract under EMERG05. The original contract amount was $1,517,750.00 (excluding Gross Receipts Tax), and Amendment No. 1 revises the total to $1,804,114.00, resulting in a revised contract amount of $1,960,846.40 including GRT at 8.6875% applicable to Espanola/Santa Clara Pueblo. The additional funding request above the original Not-To-Exceed amount is $443,096.40, necessitated by the updated scope and flow modeling requirements. The emergency procurement was authorized under NMSA 1978, Section 13-1-127 due to the immediate need to address a serious threat to public health, welfare, safety, and property that cannot be acquired through normal procurement methods. The Department has committed to completing this emergency procurement once the emergency condition is resolved and is evaluating longer-term alternatives and permanent countermeasures for the bridge's other piers, including updating the Statewide Bridge Repair Price Agreement to prevent similar emergency procurements in the future.
