About this opportunity

Macon-Bibb County is requesting sealed proposals for on-site mobile waste compaction services at solid waste convenience centers, with proposals due September 24, 2026 at noon. The county reserves local preference rights to award to county businesses within 5% of the lowest bid.

The scope covers mechanical compaction for approximately 27 roll-off containers across two primary locations — Fulton Mill Road (Thursday–Sunday, 8:30 AM–4:00 PM) and 11th Street (seven days per week, 8:30 AM–4:00 PM) — with potential expansion to additional sites. Waste streams include cardboard, plastics, household waste, batteries, and construction materials. Service frequency options are weekly, bi-weekly, and on-demand, with a target of 60–70% reduction in haul frequency. Vendors must price two service tiers covering the two primary locations with 20-yard containers, structured as flat rates for weekly and bi-weekly services plus emergency rates for regular and weekend/holiday responses.

Minimum qualifications require three years of experience in mobile compaction or related waste management, valid Georgia business licensing, financial and legal stability, Workers' Compensation and General Liability insurance of $1 million each, and Errors and Omissions coverage of $1 million. The initial contract term is one year with renewal options for up to four additional years, contingent on performance and available funding.

Evaluation uses a 100-point scale: Experience/Qualifications (30 points), Technical Approach (40 points), Implementation Plan (10 points), and Price (20 points). Proposals must include separate cost envelopes, references from at least three government or commercial clients, proof of insurance, resumes of key personnel, quality assurance methods, and evidence of real-time capacity assessment and digital notification capabilities. Questions are due September 12, 2026. Respondent names will be publicly announced September 24 at 2:00 PM at the Macon-Bibb County Procurement Department. Minority, Women Owned, and Disadvantaged Business Enterprises are encouraged to participate and utilize sub-consultants.
