About this opportunity
Palm Beach County, Florida, through its Purchasing Department, issued Invitation for Bid #17-081/LC on August 7, 2017, for on-site Cummins diesel engine repair services under a term contract, with a submission deadline of August 31, 2017, at 4:00 p.m. The County seeks a qualified vendor to provide emergency and standard repair services for Cummins diesel engines in emergency vehicles, with work performed primarily at the Palm Beach County Fire Rescue Fleet Maintenance Shop located at 2601 Vista Parkway, West Palm Beach, Florida. Services must be available 24 hours per day, seven days per week. The successful bidder must be a certified Cummins authorized distributor and service center with mechanics appropriately trained and certified in Cummins Automotive, Bus, Construction, Generator, Marine, and Emergency Vehicle systems, as well as all engine models and specialty areas including electrical systems, heavy duty engine diagnostics, fuel systems, and full engine qualification certification. Pricing is structured on an hourly rate basis with three tiers: a standard rate for work completed during normal business hours (8:00 a.m. to 5:00 p.m., Monday through Friday, excluding holidays), an overtime/emergency rate of 1.5 times the standard rate for work outside normal hours or requiring a three-hour emergency response, and a holiday rate of 2.0 times the standard rate for work on Palm Beach County recognized holidays. The contractor must supply materials and parts at cost plus actual shipping, provide a 90-day warranty on labor and factory warranty on parts, maintain specified insurance coverage (Commercial General Liability and Business Auto Liability of $500,000 minimum each, plus Workers' Compensation), and comply with the Palm Beach County Criminal History Records Check Ordinance for unescorted facility access. The contract will be awarded to a single responsive and responsible bidder on an all-or-none basis, with an initial term of 12 months or until the estimated expenditure is reached, and four renewal options for additional 12-month periods contingent upon mutual written agreement and Board appropriation of funds.
The County maintains a 15 percent Small Business Enterprise (SBE) participation goal with preference provisions for bids from SBE-certified subcontractors, and a 5 percent local preference is available for bidders with a permanent place of business in Palm Beach County or the Glades. The anticipated contract value is $150,000 over the initial 12-month period, though the County reserves the right to increase or decrease this amount based on actual requirements. No incumbent vendors or current contractors were identified in the solicitation materials. The award will be made to a single responsive and responsible bidder based on the submission of firm, fixed hourly rates that meet the County's requirements and qualifications. This term contract represents an opportunity for certified Cummins service providers to establish a long-term relationship with Palm Beach County for critical fleet maintenance services supporting emergency response capabilities.
