About this opportunity

The Orange Water and Sewer Authority (OWASA) is seeking qualified engineering and surveying firms for on-call professional services through a Qualification-Based Selection process. The procurement covers multiple service categories including distribution and collection system assessment, design, rehabilitation, and replacement; wastewater and water treatment plant assessment and design; architectural facility support; land surveying; dam and reservoir work; and geotechnical, material testing, and special inspections. OWASA intends to select firms based on demonstrated competence and qualifications, with a focus on expertise in specific project types indicated on the on-call submittal categories checklist. The solicitation requires firms to have experience with complex schedules and contractor coordination, particularly for design categories. Responses are due by June 5, 2025, at 2:00 PM EST, with an initial two-year contract and potential one-year extension. Individual task orders will be limited to $250,000 in potential fees, and work will be assigned on an as-needed basis.

The procurement does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. OWASA plans to select multiple firms across different service categories, with a maximum of 6 firms for distribution and collection system services, 5 for treatment plant assessment and design, 3 for architectural support and land surveying, 2 for dam and reservoir work, and 2 for geotechnical and special inspections. While no specific budget range is provided, the contract will focus on engineering services such as infrastructure design, condition assessments, rehabilitation plans, permit preparation, topographic surveys, and construction administration. No incumbent vendors are mentioned in the documentation. The selection process will prioritize firms' demonstrated capabilities, with evaluation based on team qualifications, professional registrations, educational backgrounds, and local knowledge. Firms will be expected to provide detailed project experience and expertise in their proposed service categories when responding to specific task orders.
