About this file

Addendum #1 for the Orange Water and Sewer Authority (OWASA) addresses an on-call water and sewer engineering services and surveying contract opportunity, dated May 7, 2025. The addendum clarifies key aspects of the request for qualifications (RFQ), including that firms can submit for one or multiple service categories, and OWASA anticipates selecting multiple firms across various sub-disciplines. The document confirms that specialized engineering firms can submit qualifications separately and do not need to team up with larger civil engineering firms, and provides guidance on submission requirements for the statement of qualifications.

The addendum resolves specific questions about the solicitation, notably explaining that the billing rate table (Attachment 2) does not need to be included with the initial submission and will be adjusted for selected firms to reflect their specific service lines. Firms are instructed to complete the category checklist (Attachment 3) and indicate which service categories they are pursuing. OWASA's approach allows flexibility for firms, enabling them to apply for multiple service areas without requiring comprehensive coverage of all listed services, with the goal of assembling a diverse pool of qualified engineering and surveying professionals for on-call municipal infrastructure support.

ADDENDA

ADDENDUM #1

DATE: May 7, 2025

PROJECT: On-Call Water and Sewer Engineering Services and Surveying

OWNER: Orange Water and Sewer Authority

TO: All Submitters

Addendum #1 consists of 1 page

Questions Submitted:

1) Can firms submit for only on services category?

a) Yes, firms can submit for one or multiple services categories. Please include the category checklist (Attachment 3) with the statement of qualifications and indicate on the checklist which category or categories you are selecting.

2) Do you anticipate OWASA selecting a few large engineering firms that can provide all of the services listed in the RFQ? Or will OWASA select multiple firms for the various sub-disciplines?

a) OWASA anticipates selecting multiple firms across the various sub-disciplines.

A firm that can provide services in multiple areas can apply for and may be selected for multiple areas. However, a firm does not have to provide all of the service areas to be considered.

3) Should specialized engineering firms team up with the larger civil engineering firms to be considered? Or submit qualification separately?

a) A specialized engineering firm can submit for only the category or categories in which they want to be considered.

4) Attachment A includes definitions for the positions “Registered Land Surveyor” and “2 Person Survey Crew”, but there aren’t corresponding lines for those roles in the hourly billing rates table. Should we still include those survey staff billing rates in our submittal, or will and updated table be issued?

a) The billing rate table is part of “Attachment 2: OWASA Standard Design Services

Agreement” and does not have to be included with the Statement of Qualifications.

Attachment 2 is provided for submitters to review and indicate if they have objections to portions of the standard agreement (see Item 5.e). The Statement of Qualifications should include Attachment 1 and Attachment 3 (see Item 5.c and 5.f). For firms selected, the billing rate table will be adjusted to reflect the applicable line items for services provided.
