About this opportunity
The City of Colorado Springs, operating as Mountain Metropolitan Transit (MMT), is requesting Fixed Unit Price proposals for on-call transit campus fire suppression systems inspections, testing, and repair services, with proposals due September 25, 2026 at 5:00 PM MST. A non-mandatory pre-proposal conference is scheduled for September 3, 2026 at 2:30 PM MST via Microsoft Teams, and the question cutoff is September 8, 2026.
The scope encompasses inspections, testing, and repair services for fire suppression systems at the transit campus facility. Contractors must be licensed service providers. All pricing must be all-inclusive of labor, materials, overhead, and profit.
The base contract period runs from January 1, 2027 through December 31, 2027, with four one-year option periods available (2028–2031) exercisable at the City's sole discretion. Price increases for option years are capped at the lower of the Denver Boulder CPI or 3 percent annually. Contract award is anticipated for October 2026, with Notice to Proceed anticipated for January 2027.
Evaluation follows a three-tier weighted scoring system: Project Scope and Approach (40 percent), Experience/Qualifications/Management (40 percent), and Price/Cost (20 percent). Proposals must not exceed 25 pages and must include qualifications documents, pricing sheets, and insurance certifications.
Insurance requirements are Commercial General Liability of not less than $1 million, Workers' Compensation of not less than $1 million, and Automobile Liability of not less than $1 million, with the City named as an additional insured. Proposals are submitted electronically through the Rocky Mountain E-Purchasing BidNet Direct platform. The City reserves the right to reject any or all offers, award without discussion, and terminate the contract for convenience or cause. Disputes are resolved through a mandatory negotiation process under Colorado law and City of Colorado Springs procurement regulations.
