About this opportunity
The City of Johns Creek, Georgia issued an RFP for on-call stormwater repair services with proposals due September 10, 2021 at 2:00 PM; however, the City terminated this solicitation on September 29, 2021 with no award issued, determining cancellation was in the City's best interest.
The scope encompassed comprehensive stormwater infrastructure repair and maintenance — storm pipe replacement and repair in multiple diameters and materials (RCP, CMP, HDPE), CCTV inspection and cleaning, structure rehabilitation or reconstruction, headwall repair and replacement, catch basin and junction box work, sidewalk and curb replacement, rip-rap placement, erosion control, grassing, and miscellaneous items such as geotextile fabric installation. Work was to be performed on over 200 identified pipes with additional pipes added annually based on inspection results. The City anticipated an annual budget of $500,000 to $800,000 for stormwater repair projects under this on-call contract, with individual task orders anticipated not to exceed $100,000. No performance or payment bonds were required under Georgia law for task orders under $100,000, though the City reserved the right to require bonds if a task order reached $100,000 threshold.
The contract term consisted of three one-year terms with options for two additional one-year renewals (maximum five years). Unit prices established at contract award would remain fixed for the initial three-year period, with prices subject to negotiation during renewals. No minimum work guarantee was specified, as work assignment depended on annual capital budget allocation and City priorities.
Proposals were evaluated on a 100-point scale: Project Understanding and Approach (20 points), Experience and Qualification of Project Manager (20 points), Experience and Qualifications of Project Team (30 points), References (10 points), and Cost Proposal (20 points). Contractors were required to submit unit pricing for 130 line items and maintain comprehensive general liability insurance ($1,000,000 per person/$2,000,000 per occurrence), workers compensation insurance ($500,000 employer's liability), and Professional Liability Insurance ($2,000,000 per occurrence and aggregate). All work must comply with Georgia Department of Transportation specifications and OSHA standards.
Questions were due August 26, 2021 at 5:00 PM. A non-mandatory pre-bid conference was scheduled for August 19, 2021 via Zoom; the actual prebid teleconference on August 20 concluded without participants. Addendum No. 1 addressed 32 questions and answers submitted by prospective bidders. Two proposals were received before termination: Site Engineering and The Dickerson Group.
