About this file
This is Addendum #1 to an Invitation to Bid (ITB #21-253) for On Call Stormwater Repair Services issued by the City of Johns Creek, Georgia, Purchasing Division. The addendum addresses 32 questions and answers submitted by prospective bidders prior to the August 26, 2021, 5:00 PM question deadline. The scope of work encompasses a comprehensive range of stormwater infrastructure repair and maintenance services, including pipe replacement at various diameters, closed-circuit television (CCTV) inspection work, catch basin and junction box repair and replacement, headwall repair, sidewalk replacement, asphalt patching, channel and ditch excavation, geotextile fabric installation, landscape restoration, and miscellaneous items such as riser installation and pipe collar replacement. All work shall be constructed in accordance with Georgia Department of Transportation (GDOT) standards and specifications. Sealed bids are due electronically through BidNet no later than 2:00 PM Eastern Time on September 10, 2021. The contract is structured as an on-call arrangement with work issued through individual task orders on a project-by-project basis, with a typical ten-calendar-day startup period from the Notice to Proceed following a preconstruction meeting.
The City anticipates an annual budget of $500,000 to $800,000 for stormwater repair projects under this on-call contract. Task orders are not anticipated to exceed $100,000 individually, and therefore performance and payment bonds will not be required under Georgia law; however, the City reserves the right to require bonds if a task order reaches $100,000. The work will consist of a mixture of pipe replacement and general maintenance activities, with project scope and requirements to be determined during individual task order phases. All line items on the rate sheet must be completed with estimated unit costs, even for pipe sizes that may be rarely used. Contractors are responsible for all hauling, disposal, and site restoration costs, which must be incorporated into unit pricing. No General Contractor or Utility Contractor license is required. The City reserves the right to reject any or all bids and award the contract in its best interest, and all bidders must comply with Title VI of the Civil Rights Act and disadvantaged business enterprise provisions.
