About this opportunity

Dane County, Wisconsin is seeking a single qualified firm to provide comprehensive on-call services for the Dane County Regional Airport through a Request for Proposal (RFP #2024-RFP-068-PR). The procurement encompasses professional services including airport planning, environmental consulting, engineering, architectural design, air service development, and IT consulting. Successful proposers must demonstrate extensive experience with air carrier airports, particularly small hub or larger facilities, and possess the capability to perform most services in-house while acquiring specialized expertise as needed. The contract will be an initial three-year term from September 1, 2024 to August 31, 2027, with potential two one-year extensions through August 31, 2029. Proposals are due by July 12, 2024 at 2:00 pm and must be submitted electronically through the county's eProcurement Portal. The evaluation process will be points-based, with 50 points allocated for organization capabilities, 50 points for staff qualifications, and an additional 5 points for local vendor preference. Key requirements include having a locally-based project manager licensed in Wisconsin with multiple years of airport experience and personnel with specific expertise in survey services, environmental monitoring, airport planning, and related technical domains.

The RFP includes robust non-discrimination provisions and federal compliance requirements, suggesting that disadvantaged business enterprises may have opportunities to participate. While no specific set-aside designations are explicitly mentioned, the county reserves the right to award the contract to the most responsive and responsible bidder based on a quality versus price evaluation. The contract will involve primarily small, short-duration task orders with fees potentially structured as fixed or time-and-materials. Proposers must provide evidence of insurance, comply with non-discrimination requirements, and meet federal and state regulatory standards. The scope of work includes complex tasks such as investigating PFAS contamination, airport facility planning, terminal gate utilization projects, and air service development strategies. Although a specific budget range is not detailed, the contract will establish hourly rates for personnel that will remain fixed for the initial three-year term, with specific project scopes and pricing to be negotiated for each task order. Vendors located in Dane County will receive 5 additional points, while those in adjacent counties will receive 2 points in the evaluation process.
