About this file

This document is a Request for Proposal (RFP) issued by Dane County for on-call engineering services at the Dane County Regional Airport in Wisconsin. The county seeks to contract with a single highly qualified firm to provide comprehensive services including planning, environmental issues, engineering, architecture, design, air service development, and information technology support. The contract will involve primarily small, short-duration task orders that will be defined and priced individually by the Airport, with fees potentially structured as fixed or time-and-materials. The successful proposer must demonstrate extensive experience with air carrier airports designated as small hub or larger, and be capable of performing most services in-house while having the ability to acquire specialized professional expertise when needed.

The proposal will be evaluated based on two equally weighted criteria: organization capabilities and staff qualifications, each comprising 50% of the total score. Key requirements include having a locally-based project manager licensed in Wisconsin with multiple years of airport experience, and personnel with specific expertise in areas such as survey services, environmental monitoring, airport planning, engineering, architectural design, air service development, and IT consulting. The scope explicitly includes complex tasks like investigating PFAS contamination, airport facility planning, terminal gate utilization projects, and air service development strategies. Personnel must have demonstrable experience with FAA design criteria, airport-specific operations, and the ability to support various technical and strategic airport management needs.
