About this opportunity

The City of Newton Purchasing Department is requesting sealed bids for on-call roofing repairs and replacements at City Hall, schools, and other public buildings under IFB 2718, with bids due October 8, 2026 at 10:30 a.m. The City intends to award up to three contracts to the lowest responsive and eligible bidders.

Work comprises repairs and replacements to asphalt built-up roofing, EPDM roofing, asphalt shingle roofing, and complete roof installations at multiple municipal facilities. Contractors must provide all labor, materials, equipment, transportation, and supervision. Pricing is structured on both lump-sum and labor-and-materials bases. Bids exceeding $150,000 require DCAMM Form CQ-7 (Certificate of Eligibility) and Form CQ-3 (Contractor Update Statement) for roofing work certification. All employees working on the project must have completed OSHA-approved safety and health training of at least 10 hours. The contract is subject to Massachusetts prevailing wage requirements; wage increases do not constitute grounds for change order requests.

The contract term runs December 1, 2026, through November 30, 2027, with two optional one-year renewals at the same price and terms, subject to funding appropriation. The primary contractor receives initial preference for work requests.

Bidders must submit a bid deposit of not less than 5% of the bid value in the form of cash, certified check, or bid bond. Contractors with contract amounts of $150,000 or less must furnish a Labor and Materials Payment Bond equal to 50% of the contract total; those exceeding $150,000 must furnish Performance and Labor and Materials Payment Bonds each equal to 100% of the contract total. Contractors must maintain workers' compensation and general liability insurance ($500,000 per occurrence, $1,000,000 aggregate) and vehicle liability insurance ($500,000 per person, $1,000,000 aggregate), naming the City as an additional insured. Site visits are encouraged during business hours (8:00 a.m. to 3:00 p.m.). Contact Stephanie Tocci at 617.796.1603. The City is exempt from Massachusetts Sales Tax; bidders must not include sales tax in proposals.
