About this opportunity

Pierce County, Washington is soliciting proposals for on-call right-of-way acquisition and relocation services on behalf of its Planning & Public Works department, with proposals due August 26, 2026. The County intends to award one or more contracts across three distinct categories: All Services, All Services Except Relocation, and Relocation Only. The County does not guarantee utilization through any resulting contract; award confers no minimum work volume obligation.

Services include negotiating with property owners to acquire property rights, providing relocation assistance, and delivering appraisal and appraisal review services in conformance with Federal Highway Administration and Washington State Department of Transportation (WSDOT) regulations, including all requirements in the WSDOT Local Agency Guidelines (LAG Manual), specifically Chapter 31 on consultant usage. Selected consultants will operate under the direction of a County Right-of-Way Agent or Supervisor.

Compensation is structured on a time-and-materials basis with approved hourly labor rates for contractor personnel, an overhead allowance percentage, and a professional fee percentage applied to direct labor costs, plus reimbursement of direct costs and subcontractor expenses at cost plus 1.5 percent. Labor rate adjustments are permitted no more than once every 12 months after an initial 12-month period, limited to Consumer Price Index increases for the Seattle-Tacoma-Bellevue area with a five percent annual maximum cap. Funding will be drawn from a combination of County, State, and Federal sources.

Contract terms begin on a specified start date and end on a specified end date, with the option for renewal for additional 12-month periods at the County's discretion for a maximum total term of five years or until project completion. Work is authorized only through executed work assignments that specify scope, deliverables, schedule, and budget. Successful firms will negotiate a Service Agreement and must comply with prevailing wage requirements under RCW 39.12, maintain required insurance coverage including general liability, professional liability, workers compensation, and automobile liability, and comply with federal non-discrimination laws and Washington state regulations.
