About this file

This is an Evaluation Team and Information document for Pierce County, Washington's On-Call Right-of-Way Services for Planning & Public Works contract opportunity. The document outlines the evaluation structure and personnel responsible for assessing consultant qualifications for on-call right-of-way acquisition and relocation services. Pierce County intends to award one or more contracts to qualified consultants capable of providing these services on an as-needed basis, with the possibility of multiple contract awards across three categories: All Services, All Services Except Relocation, and Relocation Only. The services encompass negotiating with property owners to acquire property rights, providing relocation services, and delivering appraisal and appraisal review services in compliance with federal, state, and agency standards. Selected consultants will operate under the direction of a County Right-of-Way Agent or Supervisor and must adhere to Federal Highway Administration and Washington State Department of Transportation regulations, including requirements outlined in the WSDOT Local Agency Guidelines manual.

Funding for contract work will derive from a combination of County, State, and Federal sources, with all work subject to compliance with WSDOT guidelines and Chapter 31 protocols for consultant utilization. The successful firms will negotiate toward Service Agreements with Pierce County and must follow all applicable guidelines specified in the WSDOT Local Agency Guidelines manual. Pierce County does not guarantee utilization through any resulting contract, meaning awarded consultants may not receive work assignments despite contract award.
