About this opportunity

The City of Rock Hill, South Carolina is issuing a Request for Proposals for on-call real estate brokerage services to be provided on a non-exclusive multiple award schedule basis. The procurement seeks qualified real estate brokers and their designated agents to assist with the purchase and sale of real property located within City limits on an as-needed basis. Required services include property marketing, market analysis, broker's opinions of value, transaction coordination, and real estate consulting services across residential, commercial, land, industrial, and master-planned development property types. Proposers must maintain a valid Real Estate Broker license issued by the South Carolina Land Resources Conservation Commission, general liability insurance of $2,000,000 per occurrence, professional liability insurance of $2,000,000 per claim, and workers' compensation insurance coverage. Evaluation will be based on a weighted scoring system comprising experience and past projects (40 points), approach to project and capacity (40 points), and price (20 points). The question submission deadline is April 7, 2026, at 4:00 p.m., and proposals must be submitted electronically via the City's eProcurement Portal by April 15, 2026, at 2:00 p.m. The anticipated contract start date is June 1, 2026, with an initial three-year term and two optional 12-month renewal periods. No pre-proposal meeting will be held, and proposals may not be withdrawn for 60 calendar days after the opening date without written approval from the Procurement Manager.

Proposers must provide at least three professional references, with preference given to government entity references. A local preference adjustment is available, with vendors located within Rock Hill municipal limits eligible for a 5% adjustment factor and those in York County outside municipal limits eligible for a 3% adjustment, capped at $25,000 in total adjustments. Pricing may be submitted as either percentage-based commissions or flat fees for various property types, along with hourly consulting rates, with final pricing to be negotiated on a project-by-project basis through individual project addendums. The City retains the right to hold up to 10% of invoices in retainage until project completion and all issues are resolved to the City's satisfaction, with payment due within 30 days of approved monthly invoices. The City maintains the right to reject any or all proposals. No specific budget range or award value was disclosed in the procurement documents, as pricing will be determined through individual project quotes and negotiations.
