About this opportunity

The City of Clovis, located in New Mexico, is soliciting proposals for an on-call property abatement and related services contract through RFP 25-0709-01. The procurement aims to establish a list of qualified local contractors who can assist the Code Compliance Environmental Response Team (ERT) with addressing non-compliant properties within city limits. Specific services include cutting and removing overgrown vegetation, debris removal, graffiti assistance, and demolition of dilapidated properties. Contractors must provide hourly rates for various services, including demolition of different building types, vegetation and debris removal, and equipment rental. Evaluation criteria will focus on two primary areas: overall company experience and demonstrated results (25 points) and budget approach/cost effectiveness (25 points). Proposals are due on August 21, 2025, at 2:00 p.m. local time, with a proposed contract term of three years, potentially extendable to four years. All prospective contractors must participate in a mandatory training session to ensure familiarity with city ordinances and will be required to adhere to city policies while performing services.

The contract does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must possess appropriate licensing, including a City of Clovis Business License, and potentially specialized licenses for demolition and asbestos services. The city intends to maintain multiple contractors on the on-call list and emphasizes that no specific work volume or compensation is guaranteed. Contractors will be required to provide comprehensive insurance coverage and maintain necessary permits. While specific budget ranges are not detailed, the contract will operate on an as-needed basis, suggesting flexibility in potential earnings. Successful vendors must demonstrate professional capabilities, timely work completion, and the ability to provide satisfactory results consistent with the city's code compliance objectives. The procurement approach suggests the city seeks to establish a reliable, responsive network of local service providers capable of addressing property maintenance and environmental response needs efficiently.
