This document is a Request for Proposal (RFP) issued by the City of Clovis, New Mexico, seeking on-call property abatement and related services (RFP 25-0709-01). The city is soliciting proposals from qualified contractors to create an on-call list of local service providers who can assist the Code Compliance Environmental Response Team (ERT) with abating non-compliant properties within city limits. Proposals are due on August 21, 2025 at 2:00 p.m. local time, with a contract term of three years (not to exceed four years) and potential for renewal.

The proposal requires contractors to provide hourly rates for various services including demolition of different building types, vegetation and debris removal, and equipment rental. Contractors must have appropriate licenses, including a City of Clovis Business License, and potentially specialized licenses for demolition and asbestos services. The city intends to have multiple contractors available and will evaluate proposals based on two main criteria: overall company experience and demonstrated results (25 points) and budget approach/cost effectiveness (25 points). The contract is on an as-needed, on-call basis, and the City of Clovis does not guarantee any specific amount of work or compensation. Contractors will be required to provide insurance, maintain necessary permits, and undergo a mandatory training session to ensure familiarity with city ordinances.
