About this opportunity

Pinellas County is soliciting proposals for On-call Professional Services for Post-Storm Recovery Services through Request for Proposal (RFP) Number 25-0763, seeking vendors to provide comprehensive support following natural disasters across its 24 municipalities. The county requires professional services in four primary domains: Building Code Administration, Floodplain Management Ordinance Administration & Enforcement, Code Enforcement, and Communications Support. Qualified vendors must demonstrate specific experience and capabilities in post-disaster recovery operations, with the county reserving the right to select multiple contractors. Potential respondents must provide evidence of their qualifications, experience, and ability to deliver technical resources supporting building code compliance and emergency management. Key proposal submission dates include July 8, 2025, for questions and July 24, 2025, at 3:00 pm for final proposal submissions. The initial contract term is 60 months, with potential extensions for two additional 12-month periods, and will be structured with hourly rates for various professional positions including Certified Building Officials, Plan Examiners, Building Inspectors, Architects, Engineers, and Permit Technicians.

The solicitation includes several important compliance requirements that may restrict or shape potential vendor responses. Contractors must complete multiple affidavits, including a Foreign Countries of Concern Affidavit certifying they are not owned by or principally located in designated countries, a Human Trafficking Affidavit confirming ethical labor practices, and a Common Carrier Attestation. The procurement is partially funded through Federal Emergency Management Agency (FEMA) grant programs, which introduces additional federal compliance obligations around procurement, telecommunications equipment restrictions, and domestic preferences. While specific budget ranges are not explicitly stated, the contract allows for annual pricing adjustments based on the Consumer Price Index, not to exceed 5%. The solicitation was developed in response to significant damage from Hurricanes Helene and Milton in 2024, indicating a strategic approach to building a flexible, scalable vendor pool capable of supporting diverse municipal recovery needs across Pinellas County.
