About this opportunity
The City of New Haven is requesting bids for on-call portable restroom and services citywide under ITB 2026-ITB-367, with bids due electronically June 10, 2026 at 3:00 p.m. A 25% participation goal for minority-owned and women-owned businesses (MBE/WBE) applies; the MBE Utilization Form is mandatory and failure to submit renders the response non-responsive.
The scope covers standard restrooms, handicapped-accessible units, and double sink stations for various city-wide events and seasonal park use. Quantities vary by event (for example, 28 standard restrooms, 4 handicapped units, and 4 double sink stations for Concerts on the Green). Monthly units must be serviced and restocked twice weekly with cleaning, full pump-outs, sanitization, and toilet paper replacement. All portable restrooms must be less than two years old with secure latches, locking mechanisms, and lockable interior amenities. The contractor must provide 24-hour emergency availability with a six-hour response time.
The contract term runs July 1, 2026 through June 30, 2027, with two optional one-year renewal periods at the City's sole discretion. Pricing must be submitted on a unit-price basis excluding all federal, state, and local taxes. The City of New Haven Living Wage Ordinance applies, requiring a minimum of $21.95 per hour with benefits or $22.95 without benefits effective July 1, 2026. The contract is funded through American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds; the award structure (lump sum or not-to-exceed) and total contract value will be specified in the executed agreement.
Questions are due June 3, 2026 at 5:00 p.m. The City reserves the right to award to the lowest responsible bidder or to multiple vendors for simultaneous events. No bid bond is required. The City may terminate for convenience with 21 days' written notice or for cause with five business days' notice. A mandatory pre-award conference and Commission on Equal Opportunities fee (tiered by contract value) are required prior to award.
