About this opportunity
The California Department of State Hospitals at Metropolitan State Hospital (DSH-Metropolitan) is requesting bids on on-call plumbing repairs services under IFB 26-20017, with bids due October 14, 2026, at 2:30 p.m., and a mandatory bidder's conference on September 23, 2026, at 10:00 a.m. DSH intends to award up to three separate agreements to the lowest-bid responsive and responsible contractors. Addendum 1, posted September 15, 2026, extended the deadline to request attendance at the mandatory conference to September 18, 2026, at 3:00 p.m., and requires all prospective bidders to attend the conference and participate in a job walk; security clearance forms must be completed and submitted by September 18 at 3:00 p.m.
All bidders must hold a California C-36 plumbing contractor license with a minimum of five years' experience, be registered with the Department of Industrial Relations for public works projects, and provide three customer references from work performed within the past two years. Services are provided at DSH-Metropolitan, 11401 South Bloomfield Avenue, Norwalk, California, and include inspection, repair, and replacement of plumbing components including water and sewage mains, service lines, and fixtures. Straight-time services (Monday–Friday, 7:30 a.m. to 4:00 p.m., excluding state holidays) require 24-hour verbal confirmation response; emergency services (24/7, including holidays) require 15-minute confirmation and two-hour on-site response.
Bidding is on a time-and-materials basis with prevailing wage rates determined by the Department of Industrial Relations for multiple labor categories (plumber, apprentices, laborer, operating engineer, and teamster). Equipment and materials are estimated at $5,000 to $10,000 for fiscal year 2026–2027 and $10,000 to $20,000 for subsequent years. A 5% small business preference applies to California-certified small businesses, microbusinesses, or non-small businesses with 25% small business subcontracting; a 5% preference applies to non-profit veteran service agencies; and a DVBE incentive of 1–5% is available based on participation level. The contract term runs October 30, 2026, through June 30, 2028, with notice of intent to award anticipated October 15, 2026. Questions are due October 1, 2026, at 3:00 p.m., with Department responses due October 5 at 2:00 p.m. All bidders must sign and return Addendum 1 acknowledgement with their bid submission.
