About this opportunity
The Oregon Youth Authority is requesting quotes for on-call pest control services at four youth correctional and transitional facilities, with quotes due September 2, 2026 at 12:00 p.m. PST. The Oregon Small Business Enterprise (OSBE) preference applies to certified vendors under OAR 125-246-0230.
The scope covers inspection, treatment, and prevention of common pests including ants, roaches, spiders, rodents, and stinging insects; Integrated Pest Management (IPM) implementation; and monthly service reporting across four facilities: Eastern Oregon Youth Correctional Facility (Burns), Camp Riverbend Youth Transitional Facility (La Grande), Rogue Valley Youth Correctional Facility (Grants Pass), and Camp Florence Youth Transitional Facility (Florence). All work must be performed within youth correctional facilities under strict security protocols with contractor escort requirements. Personnel with direct youth contact must pass mandatory criminal background checks and comply with Prison Rape Elimination Act (PREA) reporting requirements.
The cumulative not-to-exceed compensation for all contracts is $100,000. The initial contract term is two years with an option to amend for up to an additional five years. OYA may request services at additional OYA locations as mutually agreed upon. Quotes must include an all-inclusive standard hourly labor rate, material mark-up percentage if applicable, and an emergency after-hour labor rate for services outside 8:00 a.m. to 5:00 p.m., Monday through Friday. Travel expenses including mileage, lodging, and transportation are reimbursed according to State of Oregon rates and policy. All prevailing wage projects must comply with Oregon Revised Statutes 279C.800 through 279C.870 and pay workers at Bureau of Labor and Industries–established rates. Award will be based on best value as determined by OYA, with no protests allowed. Contractors must obtain workers' compensation and liability insurance with the State named as additional insured. Quotes should be submitted to Riley Dunagan at the OYA Procurement Unit.
