About this opportunity

The Town of Manchester, Connecticut is seeking on-call materials testing services through Bid No. 24/25-40, soliciting proposals for comprehensive testing and inspection services for public works construction projects. The contract will run from April 1, 2025, through December 31, 2025, with potential two-year extension options. Specific testing services include concrete cylinder testing, field inspections, gradation analysis, soil density testing, asphalt coring, and special inspections across various project types. Bidders must have a minimum of three years of experience in materials testing and possess laboratories certified under the National Voluntary Laboratory Accreditation Program (NAVLAP) standards. Contractors are required to provide certified written analytical reports within five working days of sample receipt and submit one hard copy report per sample. Sealed bids will be accepted via the Town's eProcurement Portal until 2:00 pm on Thursday, January 9, 2025, at which time bids will be publicly opened and read aloud.

The procurement includes specific Disadvantaged Business Enterprise (DBE) participation requirements, mandating that contractors make good faith efforts to engage DBE subcontractors and meet specific contract participation goals. Contractors must be prepared to document DBE involvement, with detailed reporting mechanisms and quarterly documentation requirements. The project is subject to numerous federal and state compliance regulations, including prevailing wage standards, FHWA-funded project provisions, and non-discrimination requirements from the Connecticut Commission on Human Rights and Opportunities. While no specific incumbent vendor is mentioned, the town will retain 5% of the total contract price for one year after substantial completion, and all pricing must remain firm during the contract term. Bidders must submit various required documents, including a bid bond, non-collusion affidavit, conflict of interest statement, and living wage certification. Although a precise budget range is not specified, the comprehensive nature of the testing services suggests a significant municipal investment in infrastructure quality assurance.
