About this opportunity
The Board of Commissioners for Charles County, Maryland is requesting bids for on-call maintenance, repair, and upgrade services for utilities infrastructure on an as-needed basis, with bids due November 18, 2026 at 11:00 a.m. via the County's eProcurement Portal. Questions are due October 27, 2026 at 12:00 p.m.
The scope encompasses removal and reinstallation of pump installations, electrical and mechanical equipment repairs, valve and piping work, welding and fabrication services, water and wastewater infrastructure modifications, and general excavation and site restoration across water, sewer, and reclaimed water piping systems. Work is primarily for the Department of Public Works but may be used by other County departments on an as-needed basis.
Bidders must demonstrate a minimum of ten years of active experience in utilities infrastructure work and submit at least five representative projects completed within the past ten years of equal or greater magnitude. Bid responses will be evaluated based on the lowest responsive and responsible bidder; award will be made on the sum of bid items.
Each contract carries a maximum price of $500,000. The base term runs from execution through December 31, 2027, with four optional one-year renewal periods at the County's sole discretion, automatically renewing unless either party provides forty-five calendar days' notice of non-renewal. Unit pricing remains firm through the base term; renewal-year adjustments are based on Consumer Price Index changes.
Bidders must submit a $25,000 bid bond and provide performance and labor and material payment bonds equal to 100 percent of the job order price at contract execution. Prevailing wage requirements apply to County-financed construction projects exceeding $500,000 and mechanical services contracts over $2,500. The MWBE mandatory subcontractor goal requirement applies only to task orders exceeding $500,000. Bidders must comply with the County's standard provisions on indemnification, insurance, employment discrimination, and safety and health regulations.
