About this opportunity

The Illinois Department of Transportation is soliciting bids on an on-call maintenance contract for electrical facilities along state-maintained routes in the eastern half of District 2, with bids due September 18, 2026 by 12:00 p.m. via the iCX-Integrated Contractors Exchange system. The contract is awarded to the lowest responsive and responsible bidder.

Work scope includes maintenance and repair of traffic signals, flashing beacons, roadway lighting, and other electrical facilities as directed by the Department, located primarily in Boone, Jo Daviess, Lee, Ogle, and Stephenson counties, with potential emergency work outside these counties as authorized. The Department reserves the right to perform repairs with its own forces.

The contractor must maintain a headquarters within the geographic boundaries of the primary focus area and provide adequate staffing, including at least two service representatives available at all times with 24-hour telephone service. Response time requirements are strict: emergency service calls within 90 minutes during regular working hours (weekdays 7:00 a.m. to 5:00 p.m.) and within two hours during non-regular working hours, weekends, and holidays; non-emergency traffic signal and flashing beacon calls within 24 hours with completion within 30 days; highway lighting outages within five working days; and traffic signal knockdowns repaired by the next day regardless of weekends or holidays. Failure to meet response or completion times incurs penalty charges ranging from $25 to $150 per day depending on work order amount.

Compensation covers labor for journeyman and apprentice electricians (measured to the nearest 0.25 hour), equipment charges for pickup trucks, bucket trucks, and digger derricks, and reimbursement of actual material and parts costs exceeding $100 with supplier invoices required. Driving time payment is included for crews within the primary focus area, with exclusions for certain maintenance operations. The contract term runs through December 31, 2028, and incorporates Illinois Standard Specifications for Road and Bridge Construction, MUTCD guidelines, and supplemental provisions addressing traffic control, EEO compliance, and environmental considerations.
