About this opportunity

The Long Beach Public Utilities Department is requesting quotations for on-call locksmith services under RFQ UD-26-327, with quotations due April 16, 2026 at 11:00 a.m. A local preference of up to 10 percent applies to Long Beach-based businesses maintaining a current business license and seller's permit within city limits. Bidders must be located within a 30-mile radius of LBPUD facilities.

The scope encompasses master key schedule creation and maintenance, key and core duplication, installation and repair of locks and door hardware, electronic access control door systems, safe openings, and lock picking. Services are provided at three LBPUD locations: Operations Service Center at 1731 E. 33rd Street, Groundwater Treatment Plant at 2950 Redondo Ave, and Gas Facility at 2400 E. Spring Street, all in Long Beach, California. Standard repairs must be completed within five business days of order receipt (24-hour response required); emergency repairs require response within two hours.

Pricing must be submitted as unit prices for standard and emergency labor rates plus percentage markups on replacement parts; unit prices must remain firm for the one-year contract term with no increases or discount reductions permitted. Sales tax must be itemized separately. Award is based on unit prices, percentage discounts, and specification compliance. LBPUD does not guarantee usage quantities or that all listed services will be ordered.

The contract term is one year with possible extension for up to two additional one-year periods by mutual agreement. Bidders must hold quotations firm for 90 days and provide California locksmith licenses, a Long Beach business license upon award notification, and comprehensive general liability insurance of $1 million per occurrence, automobile liability of $500,000, and California-required workers' compensation. Questions are due April 8, 2026 at 11:00 a.m., with answers posted by April 9 at 3:00 p.m. Quotations must be submitted via the Long Beach Buys online portal.
