About this opportunity

The Sacramento County Water Agency is seeking proposals for on-call hydrogeologic consulting services through RFP #2024-PURB RFP-0450, targeting firms capable of supporting groundwater resource studies, management, and well design and construction across Sacramento County and San Francisco City jurisdictions. The procurement solicits a three-year on-call services agreement with potential contract extensions, during which the selected consultant will provide varied hydrogeologic consulting services on an as-needed, time and expense basis. Specific project requirements include performing groundwater investigations, developing technical support for staff presentations, designing wells, providing construction project assistance, and offering general consulting services for sites including Big Horn Well 2, Jean Harvie Well, Center Street Well, and Excelsior Wells 4 & 5. Proposers must submit a comprehensive 15-page proposal demonstrating qualifications, experience with similar projects, organizational details, and key staff information, with cost information submitted separately in a sealed envelope. The evaluation criteria will focus on the quality of proposed services, experience and qualifications of the firm and staff, and compliance with proposal requirements. Key dates include a question submission deadline of January 14, 2025, and a proposal response deadline of January 23, 2025, at 2:00 pm.

The RFP does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Proposers must adhere to specific insurance requirements, including general liability, automobile liability, workers' compensation, and professional liability insurance. The contract allows for potential annual rate increases up to 3% and will be awarded based on the sole discretion of the Sacramento County Water Agency Board of Directors or its designee. While specific budget ranges are not directly stated, the compensation structure will be time and expense based, with hourly rates and fees to be proposed for the first 12 months. The selected consultant will be expected to maintain detailed documentation of services and expenditures for four years following contract termination. All drawings and technical work must comply with the provided CAD standards manual, which requires use of AutoCAD 2020 or later versions and follows specific technical specifications for digital file creation and submission. The ultimate contract value will be negotiated based on the proposed hourly rates and anticipated project scope.
