About this opportunity
The Town of Berlin, Connecticut is requesting proposals for On-Call HVAC Services under RFP #2026-32, with proposals due June 25, 2026 at 2:00 p.m. and questions due June 18, 2026 at 4:30 p.m. The Town anticipates selecting one or more vendors to provide on-call services beginning July 2026 through June 2028, with potential for contract renewal thereafter.
Qualified vendors must demonstrate three years of relevant experience performing HVAC services for Connecticut municipalities of similar size and maintain proper state licensing. Services encompass all labor, materials, travel charges, mileage, truck fees, and miscellaneous fees necessary to support the Town's building projects on an as-needed basis. Proposers must provide comprehensive pricing through an electronic Pricing Table covering hourly labor rates, mileage charges, travel time, and truck fees, with all costs inclusive of applicable taxes and licensing requirements. The Town is exempt from federal excise taxes and Connecticut sales and use taxes, which must not be included in pricing.
Required insurance includes Worker's Compensation at statutory limits, Comprehensive General Liability of $1 million per occurrence, Professional Liability of $1 million, Umbrella Liability of $1 million, and Comprehensive Automobile Liability of $1 million per accident. The Town must be named as additional insured on all policies.
Selection will be based on proposer experience, responsiveness to RFP requirements, reference checks, and fee competitiveness. The Town reserves the right to negotiate final fees with the selected proposer, conduct interviews as part of evaluation, and terminate the contract at any time. Submissions must be electronic via the Town's e-Procurement Portal; paper submissions are available only by prior arrangement with the Purchasing Manager. Contract period and any renewal terms will be negotiated with the selected proposer.
