Prevailing wage requirements apply to mechanical services valued over $2,500 and construction projects exceeding $500,000.
All service categories require pricing on hourly labor rates for Lead and Helper positions (where applicable) structured in three tiers: Standard Hours (Monday–Friday, 7:00 a.m. to 5:00 p.m.), After Hours (Monday–Friday, 5:00 p.m. to 7:00 a.m.), and Emergency Rates (holidays and weekends). Contractors may charge a 10 percent markup on parts and materials (excluding tax). Painting services are priced per square foot for specified interior and exterior applications. Individual task orders shall not exceed $100,000. Work must commence within three business days of notification.
Bidders must demonstrate a minimum of five years of active engagement in their respective trade and provide five representative completed projects of equal or greater magnitude within the past five years for commercial facilities; residential experience is not acceptable. HVAC, plumbing, electrical, and fuel tank services require journey-level or master-level licensing and specific certifications; emergency response requirements range from two to 24 hours depending on service type.
The contract base term runs through December 31, 2027, with four optional one-year renewals at the County's sole discretion. Unit prices remain firm through the base term, with adjustments thereafter based on the Consumer Price Index. Questions are due September 24, 2026 at 12:00 p.m. (non-mandatory). Bids must be submitted electronically through the County's eProcurement Portal at https://secure.procurenow.com/portal/charlescountymd. Award will be made to the lowest responsive, responsible bidder(s) for each service type contingent upon completion of the protest period.
