About this opportunity

The City of Gunnison, Colorado is seeking Statements of Qualifications (SOQs) from engineering firms to provide on-call professional services across twelve distinct engineering categories, including civil, roadway, transportation, pavement, geotechnical, hydrologic, municipal water and wastewater, environmental, structural, construction management, surveying, and mechanical/electrical/plumbing engineering. The procurement is structured as a three-year contract ending December 31, 2025, with the city expecting to contract with multiple consultants across the service categories. Proposals must be submitted electronically through the Rocky Mountain E-Purchasing System by April 10, 2025, at 2:00 PM MT, with all questions due by March 27, 2025. The city will evaluate SOQs using a 100-point scoring system, which includes assessments of cover letter (pass/fail), staff qualifications (35 points), experience within selected categories (50 points), experience in the Gunnison Valley (5 points), and experience in Colorado (10 points). Selected consultants will be required to provide labor, tools, equipment, and materials to perform tasks, with individual project scopes to be developed through specific task orders, potentially involving onsite visits and exposure to construction environments.

The City of Gunnison explicitly encourages submissions from disadvantaged, minority, and women-owned consultants, signaling a commitment to diverse vendor participation. The procurement allows for subcontracting of geotechnical services, storm water, traffic engineering, and surveying, provided the proposal sufficiently details subconsultant arrangements. While no specific budget range is listed, the on-call nature of the contract suggests flexibility in project scope and potential compensation. The city reserves significant discretionary rights, including the ability to reject any or all SOQs, modify RFQ language, engage technical and legal firms for evaluation, and waive informalities. Respondents will not be compensated for SOQ preparation, and the city will notify potential awardees through the Rocky Mountain E-Purchasing System, with subsequent contract negotiations to follow. The procurement will utilize standard EJCDC E-505 documents, indicating a structured and standardized approach to consultant selection and engagement.

Opportunity text

City of Gunnison is requesting SOQs from qualified engineering firms to perform professional, on-call services and general technical support for one or more of the following categories: General Civil Engineering, Roadway & Transportation & Design, Pavement Design, Geotechnical Engineering, Hydrologic and Hydraulic (H & H) Engineering, Municipal Water and Wastewater, Environmental Engineering Services, Structural Engineering, Construction Management, Surveying, Utility Engineering, Mechanical, Electrical and Plumbing (MEP) Engineering. The selected Respondent(s) will provide all labor, tools, equipment, and materials to perform tasks within one or more of the areas described above. The scope of work associated with each category is general in nature since the individual projects and tasks are, as of yet, undefined. A more specific scope of work will be developed for individual projects, as applicable, to accompany a specific Task Order to be agreed upon between the City and Consultant. This work will require onsite visits at selected times and exposure to the elements, construction equipment and activities, as will be determined in the scope of each individual task order. The Consultant may subcontract geotechnical services, storm water, traffic engineering, and surveying if the proposal sufficiently details the subconsultant arrangement, or these services may be performed under a separate contract and task order.
